Purchase of the Richmond Veteran' s Memorial v Building by VFW Post 913, Richmond SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS 1. Decline the offer from the Richmond Veteran' s, Post 913 to purchase the Richmond Veteran' s Memorial Building for $1. 00. BACKGROUND The veteran' s memorial buildings in the County are all County owned and are leased to the local veteran' s associations for maintenance and operation. The veterans generate revenue to pay for maintenance, insurance and operational costs by renting the buildings out for receptions, classes and meetings. As the. leases for the buildings have come up for renewal during the last few years the veterans have been asked to assume total responsiblity for the maintenance rather than just interior and gardening maintenance. The policy comes from Board direction in past budget reviews as to ways to reduce the maintenance costs for the County and have the groups that are benefiting from the. buildings pay the cost of running the buildings. The Richmond Veteran' s Building is the newest of all of the 12 Memorial Buildings. The original building was purchased by the Richmond Redevelopment Agency and destroyed. The proceeds of the sale were applied, plus a substantial extra amount, to the purchase and rehabilitation of the present structure. The building and land is now worth in the range of $300,000 to $500,000 . The offer to purchase the building for $1. 00 if the County fixes the roof first is not consistant with sound, long-term property management in view of the market value of the parcel. The Board reaffirmed the policy .of maintaining custodianship of the buildings and using the market value approach recently when the City of Lafayette made a similiar offer. The purchase offer from the Richmond Veteran' s Association is evidence that they are apparently confident that they can maintain the building. The County lease requires them to -do the same thing but without title to the building. It is recommended that the Board retain title to this valuable asset for the future benefit of the Veterans and the community.
