SUBJECT: Approval of Standard Agreement/Amendment #29-317-4 with the �`y
State Department of Health Services (State #85-87246 A-2) for
the Alternative Test Site Program/HTLV III Antibody Testing
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I . RECOMMENDED ACTION :
Approve and authorize the Chairman to execute on behalf of the
County, Standard Agreement/Amendment #29-317-4 (;State #85-87246
A-2 ) effective January 1 , 1987 with the State Department of
Health Services to amend Standard Agreement #29-317-2 (effective
April 1 , 1986 through June 30 , 1988 ) for HTLV III Antibody
Testing for detection of antibodies to the probable causative
agent of Acquired Immune Deficiency Syndrome (AIDS) with a
$38 , 100 decrease in the total reimbursable amount under this
contract , from $314 ,346 to a new total of $276 ,246 .
II . FINANCIAL IMPACT :
Approval of this amendment by the State .will result in decreased
State funding of $38 , 100 , from $314 , 346 to a new total reimburs-
able amount of $276 , 246 . This program is 100% State funded
and no County match is required . This amendment adjusts the
contract payment limit to reflect the total amount of funding
provided to County as reimbursement for actual services provided
during the contract term.
III . REASONS FOR RECOMMENDATIONS/BACKGROUND :
On July 29 , 1986 , the Board approved Contract #29-317-2 with the
State Department of Health Services for HTLV III Antibody
Testing and on January 19 , 1988 approved an amendment which
increased. the total reimbursable amount to $314 ,346 . The pur-
pose of this amendment is to decrease the total reimbursable
amount and add nondiscrimination provisions .
This document has been approved as to form by County Counsel ' s
Office .
The Board Chairman should sign eight copies of the contract ,
seven of which should then be returned to the Contracts and
Grants Unit for submission to the State .

SUBJECT: Utilization of AIDS Grant Monies
The Board in its consideration and subsequent approval of
agreements with the State Department of Health Services totaling
approximately $849, 000 for AIDS case management and educational
programs concurred on the need to be apprised of how the monies
were utilized.
Therefore, on recommendation of Supervisor Fanden, IT IS BY
THE BOARD ORDERED that the Health Services Director is REQUESTED to
report to the Board by November 15, 1988 on utilization of the
grant funds.
IT IS FURTHER ORDERED that the Director of Health Services is
REQUESTED to send a letter to the State Department of Health
Services expressing appreciation for the grants for AIDS programs.
