SUBJECT: Drug Free Contra Costa County
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
1. That the Board of Supervisors of Contra Costa County direct
the County Administrator to develop a multi-agency, multi-dimensional
approach to the drug problem in Contra Costa County. This effort should
include coordinated efforts between city, county, state and federal
governments as well as private organizations.
2. That the coordinated efforts include a review of the current
situation relating to services and funding levels. .
3. That as part of this process, the county should examine
public-private partnerships and cooperative working relationships among
all county agencies.
4. That regional solutions should be considered for problems that.
have regional elements.
5. That this strategy should incorporate coordinated efforts
among law enforcement, drug prevention, and drug treatment agencies.
6. That the County hold a series of meetings to develop .better
coordination in its effort to promote strategies for drug free
communities.
7. That the County Administrator convene a series of meetings
with key department heads to develop implementation strategies relative
.to the Board directives outlined herein.
BACKGROUND:
Contra Costa County currently faces a crisis due to the use and
abuse of drugs. The County has been trying to address the drug crisis
through various means. The methadone program has been restructured; a
new outpatient treatment center should open soon in West County; and.
discussion has been initiated regarding the possibilities of holding a.
summit conference on the drug problem.

The tremendously complex nature of the problem, however,
necessitates a comprehensive strategy that encourages cooperation at a1 V
levels of government and between the public and private sectors. It is,
also clear that, in order to be successful , this overall strategy must
develop coordinated approaches to the planning and use of drug
treatment, law enforcement, and drug prevention resources.
