HomeMy WebLinkAboutMINUTES - 08161988 - S.2 JAA TCP BOARD OF SUPERVISORS Contra FROR`: Supervisor Sunne Wright McPeak Costa DATE: August 16 , 1988 County SUBJECT: SPECIFIC REQUESTS) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION The Board of Supervisors of Contra Costa County declares an urgent need to restructure the children' s out-of-home care rate determination system. It respectfully urges its elected state representatives to pass urgency legislation which would remove inequities in the system, allow providers to anticipate what level of compensation will be provided for a given level of service, provide funding for all mandated services and costs, and provide a COLA effective July 1, 1988 equal to the AFDC statutory COLA. BACKGROUND Contra Costa County has many children residing in small family homes, group homes and foster family agencies. The changing nature and increasing number of children being placed by this county are causing the system to become more i difficult to manage and the county is experiencing some difficulty in finding enough homes within its boundaries to care, supervise and shelter its young citizens required to. live away from their natural parents. County funds are being utilized on a 95/5% matching basis with the state, and additional county funds are being sought to accommodate the needs of these children. There is an inequitable system of determining rates which allows newly licensed providers of care to be paid more than existing and experienced providers. While the current rate setting system does not allow providers a method of reliably anticipating the rate they will obtain for a specified level of service, the current state law requires providers to be reimbursed their "actual allowable costs" . Providers have not had any adjustments in their rates to pay for local, state and federal mandated costs in areas of workers compensation insurance, social security, minimum wage, building fees, and local taxes. No cost of living adjustment has been appropriated to the children' s out-of-home care residential program for three years.
