Clarification of the Role of the suBJECT; Human Services Advisory Commission SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS: 1. Clarify that the 1988-89 Challenge Grant funds are not earmarked except for the $15,000 set aside by the Board of Supervisors for the Senior-Youth Transportation Program. Specifically indicate to HSAC that nothing in the Challenge ' Grant funds for 1988-89 is earmarked for the County Library although the Library is welcome to apply for competitive grants along with all other agencies. 2. Clarify that the role of the Human Services Advisory Commission in regard to the Challenge Grant Program should be focused on generating new revenue streams to match the public dollars made available by the Board of Supervisors, not in traditional fund-raising activities. These should include such activities as asking private corporations to commit a portion of their revenue to the Challenge Grant Program similar to programs operated by 7-11 Stores (The Southland Corporation) and major credit card corporations which dedicate a specific amount of money to a charitable purpose for each new subscription or each new sale. 3 . A subsidiary focus of the Human Services Advisory Commission in regard to the Challenge Grant Program should be to provide assistance, support, and consultation to agencies which are potential applicants for Challenge Grant funds to assist them to focus and improve their fund-raising efforts so they are able to generate funds to match the Challenge Grant funds. 4. Request the Human Services Advisory Commission to propose a process for the award of Challenge Grant funds and recommend the appropriate role for HSAC in this process, and return their recommendations to our Committee. 5. Request the Human Services Advisory Commission to recommend , the process which should be followed in carrying out the ;, Board of Supervisor' s directions regarding asking various advisory boards to identify programs which support and foster self-esteem and return their recommendations to the Board of Supervisors by November 1, 1988. BACKGROUND: On June 28, 1988, the , Board of Supervisors referred. to our Committee a letter from the Chairman of the Human Services Advisory Commission requesting clarification and direction ,' regarding the role. and function of HSAC in fund-raising ° activities in support of the Human Services - Challenge Grant Program. Our Committee met with representatives from HSAC. and United Way on August 8, 1988. The above recommendations grew out of our discussion. It is important to emphasize that neither the County ;, nor HSAC should be , competing in fund-raising activities with agencies receiving funds from United Way. These agencies ' frequently have separate fund-raising activities and. it is not our intent that the County in any way compete with these efforts. What we have suggested to HSAC is that they need 'to provide the leadership to work with the private sector in generating ongoing revenue streamswhich can supplement and match the Challenge Grant funds provided by the County in order to broaden the scope . of grants which can be made. Because of concerns raised by HSAC regarding the process which ' was used in awarding funds last fiscal year, we have asked HSAC to outline a :process they feel would be useful to award Challenge '' Grant funds this year. Finally, in order to. provide 'clarification both to County staff ) and to the affected advisory boards, we , are asking HSAC to propose a process for accomplishing the review of human service programs which foster self-esteem and return a report , on this subject. to the Board_ cc: County Administrator .
