Acknowledge receipt of the report of the Sheriff-Coroner on this subject. 2. Remove this item as a referral to our Committee. BACKGROUND: On June 7, 1988, on the recommendation of Supervisor Torlakson, the Board of Supervisors requested the Sheriff to prepare statistics on the crime activity in the Shore Acres and Bella Vista areas of West Pittsburg, and requested our Committee to review these statistics to determine whether the deployment of Deputy Sheriffs is appropriate at the present time. On August 8, 1988, our Committee met with Sheriff Rainey and Assistant Sheriff Rupf to review the attached report. This report indicates that the caseload on a "per deputy" basis in the , patrol beats covering the West Pittsburg area are not significantly higher than those in other patrol beats in central and west County. The Sheriff noted that while there has been concern expressed that crime is out-of-control in some portions of West Pittsburg, the statistics do not bear this out. In addition, he noted that the Board' s recent approval of a special enforcement unit (J Team) will contribute to reducing street corner crime. Our Committee expressed its appreciation to the Sheriff for the higher profile his staff has had in the West Pittsburg area, and have urged that when formed later this year the J Team concentrate some of their time in the West Pittsburg area. Rupf Analysis,of Activity- Assistant Sheriff West Pittsburg Area From: Subject: At the Board's direction, I instructed the Field Operations Bureau to analyze activity in the West Pittsburg area and to compare it with other areas in West and Central County. The results of their analysis are listed below: West Pittsburg actually^represents two Sheriff's Patrol beats - 21 and 23. Each position is staffed on all days and shifts. Statistics for this area, however, are merged. The figures, consequently, represent activity loads for two deputies. All beat comparisons, therefore, are based on details handled per car rather than by beat. The period,analyzed is the six months ending May 31,.1988. In all, nine distinct patrol beats were compared: 21/23 in East'County, 1,2,3 and 4 in West County and 12,13,20,and 22 in Central County. Based on "per/deputy"case loads, the number of details handled varied from a low of 2,762 (beat 22) to a high of 6,513 (beat 13). 21/23 averaged 4,409. The mean average for all beats was approximately 4,000 calls. A review of drug related incidents also fails to reveal a significantly larger problem than in other beats.This is true for Part I crimes such as robbery and burglary as well. There are specific areas that have an unusually high number of the total incidents reported. The most notable is,Thomas Brothers map grid 15D7. Although there are roughly 26 individual map grids of equal size in the West Pittsburg area (each .22 square miles), approximately 25% of all incidents occurred within the one grid. The kinds of reports taken within this area represent the full spectrum of details reported beat wide. This particular grid contains the areas referred to in the Board order. Standing alone, these areas do not justify individual beat designations in terms of either size or calls for service. Even when combined with the rest of West Pittsburg, a shifting of currently available manpower is not supported. Historically, this kind of problem area can only be effectively controlled through the use of a special enforcement ( "J" Team) that can saturate an area until conditionsimprove. The Sheriff's Department has no current capability for providing such concentrated enforcement. Based on this analysis, it would appear that, while West Pittsburg has significant problems, their enforcement needs are no greater than other Patrol beats and will very probably not change for the better until such time as special teams are available. Current manpower allocations reflect relative activity levels, including those in West Pittsburg.. ii AN EQUAL OPPORTUNITY EMPLOYER
