BOARD OF SUPERVISORS GRAM: V,�,V,,I��,,1t��r,a Phil Batchelor; County Administrator C�I.JJICt DATE* C �/ August 15, 1988 �/O�� ��J SUBJECT: PLACING TOLL BRIDGE INCREASE ON NOVEMBER 8, 1988 GENERAL ELECTION BALLOT SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION• In order to comply with the provisions of SB 45 (Chapter 406 , Statutes of 1988) , call a special election on Regional Measure 1 and order the special election consolidated with the November 8, 1988 general election. BACKGROUND: On Friday, August 12, 1988, the Governor signed SB 45 (Lockyer) . SB 45, which is urgency legislation, asks the voters in seven counties whether the California Transportation Commission and the Metropolitan Transportation Commission should be authorized to undertake a revenue bond program to finance major bridge improvements, the construction of new bridges and mass transit extensions designed to. reduce bridge traffic in the Bay Area, to be financed by bridge tolls which shall not exceed one dollar for passenger vehicles. SB 45 goes on to require County Clerks to report the results of the special election to the California Transportation Commission and the Metropolitan Transportation Commission. If a majority of all of the voters voting on the question at the special election vote affirmatively, the California Transportation Commission is directed to adopt the toll schedule proposed by the Metropolitan Transportation Commission and make it effective January 1, 1989 . The seven counties named in SB 45 are San Francisco, Alameda, Contra Costa, Marin, San Mateo, Santa Clara and Solano. Section 30917 (b) of the Streets and Highways Code, as added by SB- 45, reads in pertinent part as follows: I'(b) Notwithstanding any provision of the Elections Code, the Board of Supervisors of each of the counties and the city and county specified in subdivision (a) shall call a special election to be conducted in each of those counties and the city and county, which shall be consolidated with the November 8, 1988, general election. It is, therefore, recommended that the Board comply with the mandates of SB 45 and place Regional Measure 1 on the November 8, 1988 general election ballot.
