SUBJECT; Approve submission of Funding Application #29-369 to the U. S .
'Department of Health and Human Services (Centers for Disease
Control) for a Bicycle and Pedestrian Injury Prevention Project
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I . RECOMMENDED ACTION:
Approve submission of Funding Application #29-369 to the. U. S .
Department of Health and Human Services (Centers for Disease
Control ) requesting $100 ,000 of federal funding .for the period
October 1 , 1988 through September 30 , 1989 for a Bicycle and
Pedestrian Injury Prevention Project in Contra Costa County.
II . FINANCIAL IMPACT :
Approval of this application by the Centers for Disease Control
will result in $100,000 of federal funding fora Bicycle and
Pedestrian Injury Prevention Project . Sources of funding are as
follows :

III . REASONS FOR RECOMMENDATIONS/BACKGROUND:
Bicycle and pedestrian injuries are major causes of morbidity
and mortality among children 5 to 14 years of age in Contra
Costa County. The escalating growth rate has led to increased
vehicular traffic and increased risk of injury or death among
children . This application requests federal funding for a
Bicycle and Pedestrian Injury Prevention Project , which is a
one-year project with a possibility to continue for up to three
years .
Project goals are to reduce the number of bicycle and pedestrian
related injuries and deaths on County streets in target com-
munities , increase the number, of human services providers who
incorporate bicycle and pedestrian safety techniques .into their
daily work, increase involvement of law enforcement and bicycle
retailers to encourage safety techniques , and increase the com-
munity ' s knowledge of the causes of bicycle 'and pedestrian
.injury among children .

Health Services Department ' s Prevention Program will work
closely with the Childhood Injury Prevention Coalition which
represents more than 50 public and community-based agencies
dealing with interrelated issues of unintentional injuries among
children. The Prevention Program will coordinate planning of
comprehensive injury prevention activities which: will minimize
duplication of services .
In order to meet the deadline for submission, draft copies of
this funding application have already been forwarded to the
Centers for Disease Control , but subject to Board approval .
Six certified copies of the Board Order should be returned to
the Contracts and Grants Unit for submission to the Centers for
Disease Control . The copy of the application should be retained
by the Clerk of the Board for County files .
