Spooner , Contracts Administrator Contra Costa DATE: August 4, 1988 County Approval of Veterans Administration Amendment SUBJECT: Agreement 4126-023-39 SPECIFIC, REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I . RECOMMENDED ACTION : Approve and authorize the Chairman to execute on behalf of the County, Veterans Administration Amendment Agreement #26-023-39 with the Martinez Veterans Administration Medical Center to amend Contract #26-023-37 , as amended by Amendment Agreement #26-023-38 , to modify the payment terms of the agreement and to add a procedure to the Contractor ' s available services with no change in the contract payment limit . II . FINANCIAL IMPACT: This Contract is funded in the Health Services Department ' s Enterprise I Budget for FY 1988-89 . There is no increase in the twelve-month payment limit of the Contract . Cost of the services depends upon utilization, and the services provided under this Contract are billable to patients and third party payors . III . REASONS FOR RECOMMENDATIONS/BACKGROUND: For many years , the County has maintained a contractual rela- tionship with the Martinez Veterans Administration Medical Center which has made available to the County specialized medi- cal services not available at Merrithew Memorial Hospital and Clinics due to lack of resources , equipment , and personnel . At the present time the Veterans administration is providing nuclear medicine studies , specialized laboratory tests , and dermatology services . On April 26 , 1988 , the Board approved Veterans , Administration Contract 4426-023-37 and Veterans Administration Amendment Agreement 4426-023-38 for the period April 1 ,; 1988 through May 31 , 1989 . The contract documents have always been prepared by the Veterans Administration . Recently, the Department received a letter from the Director of the Veterans Administration Medical Center , explaining that their accounting procedures have changed in such a way that , under the new procedures , the benefit of this sharing agreement to the Medical Center would decrease substantially because the Veterans Administration would be unable to claim reimbursement for its fourth quarter• (July, August , and September in the Federal Fiscal Year) . The Department wishes to continue its contractual relationship with the Veterans Administration Medical Center . Therefore , upon consideration of several alternatives , thejDepar• tment has agreed to provide the Medical Center with an advance payment for the months of July, August , and September , while continuing to pay in arrears the rest of the year . Following the advance payment , the next billing would be for actual services rendered and would reflect a credit for any overpayment or a billing for any underpayment on the part of the County. i N I j
