August 4, 1988 County SUBJECT: Approval of Novation Contract 4624-751-46 with Phoenix Programs , Inc . for Program Services for Mentally Disordered Adults SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I . RECOMMENDED ACTION : Approve and authorize the Chairman to execute on behalf of the County, Novation Contract 4624-751-46 with Phoenix Programs , Inc. in the amount of $763 ,890 for the period July T1 , 1988 - December 31 , 1988 for residential , community living, socializa- tion , vocational , and Medi-Cal day treatment program services for mentally disordered adults . F II . FINANCIAL IMPACT : Funding for this contract is included in the Health Services Department budget for 1988-89 . The amount specified in the payment limit is $44 , 185 less than the funding allocated in the I automatic extension clause of Phoenix Programs ' FY 1987-88 Contract 4624-751-45. The contract payment limit is funded by Federal Medi-Cal, Sate Mental Health , and County funding. This contract places the contractor at risk for serving a sufficient numher . of Federally-eligible clients in order to be able to earn the Federal Medi-Cal revenue planned in the Medi-Cal Day Treatment program budget . III . REASONS FOR RECOMMENDATIONS/BACKGROUND : This contractor has been providing residential , community living , and Medi-Cal day treatment ..program services to the County for a number of years . These contract services are a vital and important part of the County ' s continuum of mental . health services for seriously mentally disordered adults in the central and western regions of Contra Costa County. The contract services have included residential treatment programs in San Pablo (Casa Cecilio Chi) , Richmond (Nyumba Chuki) , and Concord (Nierika House) ; a semi-supervised community living program in Central County, and two Medi-Cal day treatment programs in Concord (Concord Day Treatment Center and Mt . Diablo Transitional Services ) . Novation Contract #24-751-46 Board Order Page 2 Beginning July 1 , 1988 , Phoenix Programs , Inc. and County Mental Health Services have collaboratively undertaken to reallocate funding and consolidate certain services in order to expand the range and variety of day services programming available for seriously mentally disordered adults . Where there previously have been two Medi-Cal day treatment programs in Concord (Concord Day Treatment Program and Mt . Diablo Transitional Services ) , these progams are being consolidated: into one larger program, on the site of Concord Day Treatment Program, and the Mt . Diablo Transitional Services Day Treatment `Program will be terminated effective June 30 , 1988 . Savings from this con- solidation are being utilized to provide two "'new programs , a vocational services program (Phoenix Enterprises) , and a new day socialization program ( co-located with the Concord Day Treatment Program) . Thus , with no increase in overall funding , Phoenix Programs , Inc . will provide three day services programs meeting a variety of client needs , rather than the previous two programs that were both of the same service type . Further , the three new programs will provide services to a total of 81 adults on an average day. This represents services to an additional 13 clients . Previous day treatment services had provided services to 46 clients per day, and Phoenix Enterprises , the vocational program, served 22 . Planning for these programmatic changes has beenreviewed exten- sively by the County Mentalr, Health Advisory Board , and by its Program Review Committee . Novation Contract #24-751-46 replaces the six-month automatic extension under the prior FY 1987-88 Contract #24-751-44 and its amendment , Contract Amendment Agreement #24-751-45 . t This document has been approved by the Department ' s Contracts and Grants Administrator in accordance with' the guidelines approved by the Board ' s Order of December 1 , 1981 (Guidelines for contract preparation and processing, Health Services, Department) .
