August 4, 1988 County / SUBJECT: Approval of Standard Agreement (Amendment) 429-435-12. with the State Department of Alcohol and Drug Programs (State D-0010-.7., A-1 ) for the School-Community Primary Prevention Program . SPECIFIC REQUESTS) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I . RECOMMENDED ACTION : i is Approve and authorize the Chairman to execute on behalf of the County, Standard Agreement (Amendment) #29-435-12 ( State Number D-0010-7 , A-1 ) effective November 1 , 1987 with the State Department of Alcohol and Drug Programs to amend Standard Agreement #29-435-11 (effective November 1 , 1987; - October 31 , 1988) for the School-Community Primary Prevention Program - Youth Educators , with a $33 ,224 increase in the contract payment limit , from $61 , 650 to $94 ,874 . II . FINANCIAL IMPACT : This. program requires no County match . The total program cost is $ 133 , 714 . These funds are provided by the State ( $61 ,650) , the federal government ($33 ,224) , and participating schools and school districts ( $38 ,840) . The County receives $1 ,850 of the contract payment limit to cover the County' s ', administrative cost . III . REASONS FOR RECOMMENDATIONS/BACKGROUND: The County successfully competed in 1983, for funds available for grants under the School-Community Primary Prevention Program. The State has received increased federal funding and is using it to ' augment the existing program. The program hasbeen operating successfully in the County through a subcontract with Center for Human Development and has been expanded through innovative com- munity leadership training workshops . This document has been approved by the Department ' s Contracts and Grants Administrator in accordance with the guidelines approved by the Board ' s Order of December 1 , 1981 (Guidelines for contract preparation and processing, Health Services Department) . The Board Chairman should sign nine copies of .: the contract , eight of which should then be returned to thei Contracts and , Grants Unit for submission to State Department 'of Alcohol and Drug Programs .
