Project SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I . RECOMMENDED ACTION : Approve and authorize the Chairman to execute on behalf of the County-, Standard Agreement #29-454 (State. #87-78350) with the State Department of Mental Health for the period , April 20,, 1988 - August 31 , 1988 in the amount of $ 139 ,485 of grant funding from the National Institutes of Mental Health' s Community Support Program Young Adult Demonstration Project to establish a "Dual Diagnosis " treatment program for mentally disabled adults who also use/abuse alcohol and/or drugs . This agreement is for the first year of an expected three-year demonstration project . II . FINANCIAL IMPACT : Approval of this agreement by the State will result in $139 ,485 of Federal demonstration project first-year funding to design and implement a Dual Diagnosis Treatment Program (Young Adult Demonstration Project) . Funding for years two and three of this project is anticipated to be an additional amount of $149 ,742 each year . This demonstration project is - funded through 100% Federal dollars with no required local or State match. However , this project , which adds a special treatment program component to two existing mental health programs , does require a `'maintenance of effort " of County programs at Partial Hospital Day Program and Nyumba Chuki residential treatment , facility in West Contra Costa County. "Year One" of the grant award , which is identified as April 20 , 1988 through August 31 , 1988 in Standard Agreement 429-454 , will be amended by the State to extend this agreement through February 28 , 1989 , pursuant to the approval of a "No Cost Extension" by the Federal Government . (See revised "Notice of Grant Award" dated. REASONS FOR RECOMMENDATIONS/BACKGROUND: The Health Services Department was notified of the Federal Demonstration Poject Award on October . 10, 1987 and received the attached Standard Agreement #29-454 from the State Department of Mental Health on June 21 , 1988 . The contract period term is April 20 , 1988 through August 31 , 1988 . The Federal National Institutes for Mental Health has funded thirteen demonstration projects nationally to design, implement and evaluate innovative treatment methods for adults who have both a serious mental illness and a substance abuse disorder. This Federal Community Support Project initiative. is in response to growing evidence that substance use or abuse by the mentally ill is prevalent (25-507 prevalence in mental health treatment programs) and has a significant negative impact on treatment success for this population . The Alcohol/Drug Abuse/Mental Health Division of the Health Services Department was awarded one of the thirteen grant awards as a result of its emphasis on this problem since 1984 , which included the development of a Dual Diagnosis Task Force , initiation of legislation (SB 848) , participation in research with the Alcohol Research Group , design of model treatment programs , and provision of a dual diagnosis training program. Another factor in the selection of Contra Costa County was our ability to implement a program targeted and responsive to the needs of ethnic minority populations . This demonstration project adds dual diagnosis 'treatment com- ponents to a contracted residential treatment facility, Nyumba Chuki , which is operated by Phoenix Programs , Inc. , and Partial Hospital , an intensive day treatment program operated by the West County Community Mental Health Center . The project is staffed by a Dual Diagnosis Project Director and a Clinical Nurse Specialist . In addition , two residential 'counselors are added to Nyumba Chuki to increase coverage and the program' s capacity to provide specialized individual and group treatment . The demonstration project funding is primarily for County and contracted personnel and related expenses . During the first year of the project , funding will also provide; for training, conferences , and consultation to the project ' s direct service and supervisory staff . This contract has been approved as to legal form by County Counsel ' s Office . The Board Chairman should sign the Statement of Compliance and eight copies of the agreement . The Statement of Compliance, seven signed copies of the agreement , and seven certified copies of the Board Order should be returned to the " Contracts and Grants Unit for submission to State Department of ' Mental Health.
