BACKGROUND: Water conservation through the use of effielent toilets is another method of reducing total water need. Toilets use 30 to 40 percent of indoor water use. Many recently designed toilets are able to operate satisfactorily with less than half to a third the water used by older models. Water treatment and storage costs are also elevating the price of water making these efficient toilets a cost saver to the water bill payer. The State of Massachusetts along with a number of counties, including some in Southern California have or will require that all new toilet installations be of the low flow variety.
