HomeMy WebLinkAboutMINUTES - 07261988 - S.2 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on July 26, 1988 , by the following vote: AYES: Supervisors Powers, Fanden, McPeak, Torlakson, Schroder NOES: None ABSENT: None ABSTAIN: None ------------------------------------------------------------------ ------------------------------------------------------------------ SUBJECT: Self Esteem Programs Supervisors Tom Powers and Robert Schroder presented the attached recommendation to the Board relating to carrying out the intent of Assembly Concurrent Resolution 64 - Self Esteem. Supervisor Schroder referred to the previous decision by the Board not to establish . a Self Esteem Task Force. He noted that there are a number of existing programs within the County that are providing services which promote improved self esteem. Supervisor Schroder advised that the intent of the attached recommendation was to identify and inventory those programs already available to the community. Camille Giglio, representing California Right to Life, requested that the Board not report the findings to the State Task Force on Self Esteem. Ron Reagan, representing the Coalition for Traditional Values and a member of the County Human Relations Commission, urged that all segments of the community, including the private sector organizations, be included in any studies undertaken. Mark Zapalik, representing Concerned Citizens of Concord, expressed the belief that the development of self esteem is not a function of government, and urged the Board not to expend County resources on the proposed inventory. Candace Sinclair, representing Contra Costa Family Planning Network, commented on the need for adequate information on programs available to the community, and expressed her support of the proposed inventory. Deedee Jenson, representing Battered Women' s Alternatives, expressed support for the proposed inventory. Alfred Loveland, Walnut Creek, expressed his support of the proposed inventory. After discussion by Board members, IT IS ORDERED that the Human Services Advisory Commission, Drug Abuse Board, Alcoholism Advisory Board, Family and Children' s Services Advisory Committee, Juvenile Justice Advisory Committee, Mental Health Advisory Board, Advisory Committee on the Employment and Economic Status of Women, the Advisory Council on Aging, and any other interested organizations are REQUESTED to identify and inventory those existing programs which help to improve individual self esteem and prevent alcohol and drug abuse, crime, child and elder abuse and teenage pregnancy, and report to the Board of Supervisors by December 1989. taer�??fir eermy t;at this is a tra�eand�crre:trc[�3'r�t ar; Lind e hared or: ii'.oml.3—stl of `he Board Of ud°perurs on the uu.r n!-own. cc: Listed Committees TT E;Ta4199 County Administrator od 6UPQ1sors nd Coun y Administrator By , Deputy s1Z TO: BOARD OF SUPERVISORS FROM: Contra Supervisors Tom Powers and Bob Schroder Costa DATE: July 26, 1988 County SUB JECT:Implementation of ACR 64 - Self Esteem SPECIFIC REQUEST(S) OR RECOMMENDATION(S) ac BACKGROUND AND JUSTIFICATION RECOMMENDATION: That the Contra Costa County Board of Supervisors make a request to the following citizens' advisory committees for assistance in carrying out the self esteem responsibilities of Assembly Concurrent Resolution 64: Human Services Advisory Committee, Drug and Alcohol Abuse Advisory Committee, the Family and Children's Services Advisory Committee, and the Juvenile Justice Advisory Committee. That the Contra Costa County Board of Supervisors request these existing committees to identify, for the Board, those programs which improve self esteem for a report to the State Task Force. on Self Esteem. BACKGROUND: Consistent with comments from other Board members and the public, to use existing County resources to carry out the intent of ACR 64, the aforementioned committees could: 1. Inventory existing programs which help to improve individual self esteem, strengthen family values, and reduce the need for government intervention. 2. Identify those programs which improve self esteem, so that they can be considered for expansion. 3. Report their findings to the Board of Supervisors. After receiving the committees' findings, the Board of Supervisors would make a report to the State Task Force on Self Esteem, as required by ACR 64..
