Incinerator Closure Plan
The Board received a letter dated July 12, 1988 from
Dwight R. Hoenig, Chief, North Coast California Section, Toxic
Substances Control Division, State Department of Health Services,
2151 Berkeley Way, Annex 7, Berkeley 94704, relative to closure
plan for the IT Corporation hazardous waste incinerator facility in
the Martinez area.
IT IS BY THE BOARD ORDERED that the aforesaid letter is
REFERRED to the IT Task Force and the Health Services Director.

The California State Department of Health 'Services, Toxic
Substances Control Division, North Coast California Section
has received a CLOSURE PLAN for the hazardous waste
incinerator owned and operated by the IT Corporation located
at the Vine Hill facility, End of Waterbird Way, Martinez,
' California. The incinerator closure is described in the
attached PUBLIC NOTICE. Copies of the CLOSURE PLAN and
NEGATIVE DECLARATION are available for public review as
specified in the Public Notice.

Comments or recommendations on the CLOSURE PLAN and NEGATIVE
DECLARATION will be accepted in writing before August 15,
1988. Comments received after this date may not receive full

The California Department of Health Services (DHS) and the
Region IX office of the United States Environmental
Protection Agency (EPA) request public comment on a Resource
Conservation and Recovery Act (RCRA) CLOSURE PLAN for the
hazardous waste management unit owned and operated by the IT
CORPORATION. The DHS also requests public comment on the
proposed Negative Declaration for the project. The Negative
Declaration asserts that the closure will not pose• a
significant threat to. the environment, persons and wildlife
living nearby, which is in compliance. with the California s'r

hazardous waste is a hazardous waste incinerator. The
.. .facility is located at the end of Waterbird Way in Martinez, -
California. The closest residences are located 1/4 mile West
of the facility in Martinez.
The. unit was used to. incinerate .liquid hazardous waste
'generated from the Vine Hill Tank Treatment operation and
liquid hazardous waste fuels. The CLOSURE PLAN. identifies
specific steps which will be followed to permanently close
the unit to .RCRA hazardous waste. This Plan is required by
Title 22 , California Code of Regulations, Section 67212 and
by the regulations adopted pursuant to the Resource
Conservation and Recovery Act, 42 USC Sections 6901 et seq. ,
and 40 Code of Federal Regulations, Part 265, Subpart O.
The incinerator will remain in operation as an emission
control device"for gases produced from hazardous waste tank
treatment operations. After closure, the facility will be
required to meet all applicable. State of California
requirements for operating a gas incinerator.

public . interest exists or if a reasonable request for a
public hearing is received. Requests for a public hearing

30 days prior to the hearing. Any person may provide
written or oral statements and data pertaining to the
CLOSURE PLAN at the public hearing, if it is held.
An extension of the comment period may be granted if the
request for an extension adequately explains why more time
is required to prepare comments.
A final decision to approve, modify, or disapprove the Plan
shall be made after all comments have been considered..
