SUBJECT: General Plan. Amendment Request by Kaufman & Broad
SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S.) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Authorize a General Plan review, as. requested by Kaufman and Broad,
for approximately 160 acres of land. located immediately west of
California Landing/Cove. project in. West Pittsburg area. The
amendment area may be enlarged to consider the property immediately
to the south.
By authorizing the review, staff will proceed by preparing a report
which will be scheduled for public hearing before the County
Planning Commission. . Following this, the. Commission will forward
its recommendation to the Board of . Supervisors for public hearing
and final determination. An EIR will be required on the general
plan. amendment..
BACKGROUND/REASONS FOR RECOMMENDATIONS
Kaufman and -.Broad has requested that approximately 160 acres of
land be redesignated from General Open Space and Agricultural
Preserve to designations which would allow for a residential
development along with open space on the site.
Theproperty - -is located immediately - west of the California
Landing/Cove project which has recently. been. developed by Kaufman
:. and Broad. To .create a. logical planning boundary it may be
desirable, to add into the study . the parcel to south which may be
necessary. for access to ,the site. .

The property is currently designated within our open space
designations on the adopted County general plan. The Board of
Supervisors in April of 1986 adopted a policy not to authorize New
General Plan amendments in areas designated as Open Space until
completion of the comprehensive general plan revision process. In
fulfillment of that Board policy this request was considered for
urban designations by the Jobs-Housing Subcommittee of the
Comprehensive General Plan Congress. That committee declined to
recommend the area for urban designations at that time, but did
place it within a Priority General Plan Amendment Request Area.
That meant the Congress agreed that the site could be considered
for future designation upon completion of site specific
environmental review. That recommendation has been approved by the
entire General Plan Congress. The authorization of this study,
with the requirement to do an EIR, will be consistent with the
General Plan Congress actions to date. Staff will finalize the
boundaries of the amendment area at the time of environmental
review of the project.
