Phil Batchelor.. i ra County Administrator CJIJJICI DATE: July 13 , 1988 CjOJ* SUBJECT: Additional Parking Spaces for the Handicapped SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION• Consider requesting the City of Martinez to make the changes recommended in the attached report from the Community Development Department to increase the number of parking spaces in the Civic Center area which are reserved for the handicapped. BACKGROUND: At the request of Supervisor McPeak staff from the Transportation Planning Division of the Community Development Department, in conjunction with staff from the City of Martinez, surveyed the location and use of parking spaces in downtown Martinez near the major County buildings in order to determine whether the existing spaces are adequate in number and in location. Their conclusions are detailed in the attached report from Barbara Neustadter. In general, the conclusion reached was that some of the parking spaces reserved for the handicapped are not adequately utilized because of their location and could and should be relocated. The result of the attached recommendations is to create four new parking spaces for the handicapped and abandon three of the currently reserved spaces which appear not to be fully utilized, resulting in a better location of the spaces and a net increase of one space for the handicapped in the area around County buildings in the downtown Martinez area. If the Board of Supervisors wishes to see these changes implemented, the Board should direct the Community Development Department staff to make a formal request to the City of Martinez to implement the changes suggested in the attached report. Along with the City of Martinez staff we have made a field review of the supply and demand of parking spaces for the handicapped in the vicinity of the County Offices and Court House Buildings in the downtown Martinez area. The total number of spaces reserved for the handicapped is nine out of which, four to five were not occupied during the morning hours of Monday, March 7, 1988. It was felt that even though parking spaces for the handicapped were available, location of these spaces did not allow their best use. It was decided that the City Parking Place Commission be requested to: 1. Allow one blue space (blue color used to mark a parking space for the handicapped) near the new court house building at the southeast corner of Ward Street at Pine Street. 2. Allow one blue space on Court Street near the Post Office, at the southeast corner of Court Street. at Ward Street. 3. Allow one blue space in front of the County Recorders' Office on Las Juntas Way. 4. Allow one blue space on the north side of Main Street in the mid-block of Main Street between Pine Street and Court Street. 5. Eliminate one of the two .existing blue spaces at the northwest corner of Main Street at Court Street. 6. Eliminate two of the four existing blue spaces in the parking lot located at the northwest corner of Pine Street at Escobar Street. The proposed reorganization of blue parking spaces will make more public buildings accessible to the handicapped. Under this plan, the total number of blue parking. spaces will be 10, i .e. , one additional space will be created.
