July 13 , 1988, COJ/ SUBJECT: Collection of Used ,Oil in �� �•1 County Corporation Yards SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION• Accept the attached report from the Director of General Services and refer the report to the County Administrator to coordinate the . preparation of a more comprehensive report from all . of the involved County departments, the report to be made to the full Board. BACKGROUND: On June 21, 1988, the Board of Supervisors approved a recommendation from its Internal Operations Committee that the Director of General Services be asked to determine the feasibility of allowing the general public to dispose of used oil at County corporation yards at no cost to the individual disposing of the oil in an effort to encourage the' recycling of used oil. Attached is the report of the Director of General Services. The report points out that of the four corporation yards in the County, three are under the control of the Public Works Department and they should be consulted about the feasibility of using them for the disposal of used oil by the ' public. The report from the Director of General Services points out a number of other issues and potential costs which must be addressed before the Board can make a decision on the feasibility of using the County corporation yards for the purpose of receiving used oil from the public. We will endeavor to make such a report to the full Board within 90 days. Gilbert, Director of General Services SUBJECT: Feasibility of Receiving Used Oil From the Public at County Corporation Yards Conceptually, the idea of receiving used oil from the public at certain' County facilities appears to have considerable merit. However, a number of concerns have been uncovered regarding the operational aspects of such an endeavor. Several agencies and County Departments need to be involved in discussions in order to make a final determination as to whether this idea is economically and environmentally feasible. Some of these are as follows: County fire districts have numerous health and safety concerns regarding this type of operation. - The Environmental Health Division of the Health Servic- es Department has a considerable number of require- ments. As three out of four sites are operationally under the control of the Public Works Department, and are generally unmanned, a number of issues need to be resolved, such as safety, and ensuring that only oil is dumped, that spills and litter are controlled and that no smoking rules are enforced. - The Community Development Department has involvement regarding parking, traffic flow., and currently has overall control of the administration of the recycling activities of the County. The County Administrator' s office must be involved to provide necessary funding for tanks and to contract for oil collection. We examined the facility at Imhoff Road and found that the existing tank was inspected on December 8, 1987 , by the Contra Board of Supervisors -2- July 6, 1988 Costa County Fire Protection District. In a December 11, 1987, letter, the District condemned the tank• and ordered its removal by January 13 , 1988 . Upon checking, we found that the estimated cost per location for an approved tank is between $15,000 and $20,000 . While the idea of collecting oil at various sites throughout the County sounds extremely appealing, there appear to be a number of environmental, life safety, and economic considerations that must be considered prior to making any determination regarding such a program.
