RECOMMENDED ACTION: A. Approve an amendment to the County Mental Health Plan for . FINANCIAL IMPACT : This proposal , if approved by the State Department of Mental Health, will permit the "rollover" of unexpended FY 1987-88 State funds for use in FY 1988-89 to augment the County ' s Mental Health System. These anticipated rollover funds will be used to fund one-time-only project activities in FY 1988-89 . Approval of this Rollover Proposal does not obligate the County to make any expenditures and all required matching County funds are subject to availability as determined by the County Budget for FY 1988-89 . III . REASONS FOR RECOMMENDATIONS/BACKGROUND : In early June 1988 the County received State Department of Mental Health Letter No . 88-19 (Retention of Unexpended Funds from Fiscal Year 1987-88 ) which established procedures for the County to retain ( "rollover") the unexpended portion of certain mental health funds that were allocated to Contra Costa County for FY 1987-88 . The underexpenditure of Community Services and Homeless Program Funds is primarily due to the delayed start-up of new program activities , such as staff training and the establishment of a new residential facility for the mentally disabled homeless population. The underexpenditure of Supplemental Residential Care SB 155 Funds is mainly due to the unexpected receipt of $22 ,321 in SB 155 Rollover Funds from the State in late February and $82 ,069 in addi- tional SB 155 funds from the State in late March . The underexpen- diture of Special Education Pupil AB 3632 Funds is largely due to the unexpectedly low number of mediation and fair hearing appeal settlements , delays in creating and filling new staff positions , and the unexpected receipt of $ 10 ,045 in additional AB 3632 funds from the State in late March and $13 , 756 from the State in late June . In order for the County to be eligible to retain unexpended State funds , the State requires submission of a Board Order certifying that the County will provide the required matching funds . These rollover dollars will be used to fund one-time-only projects that will greatly enhance the County ' s mental health system in FY 88-89 . In order to meet the State' s deadline for submission , copies of the Rollover Proposal have already been forwarded to the State , but subject to Board approval .
