MATTER OF RECORD
SUBJECT: Financing of Mental Health Programs
The Board met with representatives from the offices of
Senator Cranston, Congressman Miller, Congressman Dellums, Senator
Petris, Senator Boatwright, Assemblyman Campbell and Assemblyman
Isenberg for the purpose of reviewing present problems in the
funding of mental health programs in the County.
Following a discussion of the issues, the Board agreed
with the legislative representatives that it was important that
meetings be set up between County staff, the County's legislative
delegation, and the new Directors of the State Department of Mental
Health and Developmental Disabilities as soon as they are appointed.
Assemblyman Campbell's office agreed to set up the meeting with the
State Department of Mental Health and Senator Petris's staff agreed
to set up the meeting with the State Department of Developmental
Services.
Supervisor McPeak also requested a response from our
legislators with respect to the position taken by the Board on
December 14, 1982, pertaining to the State Budget deficit.
NO FORMAL ACTIONS WERE TAKEN ON THESE MATTERS. THIS IS
FOR RECORD PURPOSES ONLY.

The Contra Costa County Board of Supervisors RESOLVES THAT:
1) On December 17, 1982, the Director of Personnel submitted letters of
understanding dated December 16, 1982 entered into with Contra Costa
County Employees Association, Local 1 and United Clerical Employees,
AFSCME, Local 2700 which are attached hereto and incorporated herein.
2) This Board having thoroughly considered said letters of understanding,
the same is approved.
This Resolution is effective as of December 20, 1982.

and agreeing that Ms. Diane Iwasa, Director of Animal Services, will close the
County Animal Control Centers on Saturday, December 25, 1982 and Saturday,
January 1, 1983. Employees who normally work a Tuesday through Saturday work
schedule will work Friday, December 24 and Friday, December 31, 1982 and
celebrate the Christmas and New Year's Holidays on the above Saturdays.
