SUBJECT; of TW Services , Incorporated for Congregate and .Home-Delivered meals for the County ' s Senior Nutrition Program i SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION ,i I . RECOMMENDED ACTION : Approve and authorize the Chairman to execute on behalf of the County, Standard Contract 422-219-5 with Canteen -" Division of TW Services , Incorporated in the amount of $128 ,621 for the period July 1 , 1988 - June 30 , 1989 for congregate and home delivered meals for the County ' s Senior Nutrition Program. II . FINANCIAL. IMPACT : This contract is 100% Federally funded through the !State under Title III C-1 and Title III C-2 of the Federal ; Older Americans Act of 1965 . No County contributions are required. The payment .limit of last year ' s contract for these services was $848, 114 . III . REASONS FOR RECOMMENDATIONS/BACKGROUND : Since 1974 the County has contracted for meals, for the Senior Nutrition Program. Contract #22-219-5 is for �'preparation and delivery of an approximate daily average of 9,00 regular diet meals in bulk and 300 regular diet and 85 sodium`-restricted diet prepackaged meals on 250 County designated serving days . The contractor delivers the meals to locations : throughout the County. The unit price for meals to be provided by this contractor during FY 1988-89 are as follows : Bulk Standard Diet Meals $2. 157 per meal Prepackaged Standard Diet Meals $2 . 507 per meal Prepackaged Modified Diet Meals $2. 601 per meal To insure maximum competition in the bid process for this contract , the Department ' s Senior Nutrition Program Director and staff launched a concerted two-year effort to create interest in the program among all major catering concerns operating in Contra Costa County. The result of this effort are reductions from the price paid during the past two years of 6 . 70 per meal (3%) for bulk standard diet meals and 67 . 50 (20 .6%) per meal for prepackaged modified diet meals . Net annual , savings to the Program is approximately $35 ,000 , allowing the Department to cancel two proposed Senior Nutrition Site closures in the West County area . This contract has been approved by 'County Counsel .
