HomeMy WebLinkAboutMINUTES - 09221987 - S.5 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA S.5 Adopted this Order on September 22, 1987 , by the following vote: AYES: Supervisors Powers, Fanden, Schroder, Torlakson and McPeak NOES: None ABSENT: None ABSTAIN: None -------------------------------------------------------------------- -------------------------------------------------------------------- SUBJECT: BART Extension Negotiations Outside of the Service Area Into San Mateo County. This item was brought to the attention of the Board of Supervisors after the agenda was posted and the Board unanimously agreed on the need to take action. Supervisor Torlakson commented on the current BART nego- tiations to extend BART service into San Mateo County. He presented a brief history of the County's participation in BART, including that in the early 1960 's San Mateo County voted not to be a part of the BART District. This County did join and made BART possible. He questioned the adequacy of the buy-in for San Mateo County after all the years residents in Contra Costa have been contributing tax dollars for possible extension of services in this County. He com- mented that the Board should re-affirm the policy regarding the extensions , and should ask staff to be present at the BART hearing later this week where this matter will be discussed, and that the Board should carefully scrutinize the negotiations and offered sums of money to see if there is any advantage at all to Contra Costa County for another County entering the BART service area. He requested Transportation Planning staff to attend the BART meeting, and report back to the Board on the adequacy of the proposed buy-in. Supervisor Powers commented that he supported the reitera- tion of the Board's position on this matter, and hoped that action would not be taken on this proposal without having a very thorough public discussion of the matter and receiving public input on the proposal. On the recommendations of Supervisor Torlakson and Supervisor Powers IT IS BY THE BOARD ORDERED that the previous posi- tion of the Board of Supervisors on BART extension into East County as a first priority is REAFFIRMED; and Community Development Department Transportation Planning Staff is REQUESTED to atttend the BART meeting later this week and report back to the Board; and a letter is AUTHORIZED to the BART Board of Directors requesting an opportunity to review and comment on the proposed buy-in by San Mateo County before final action is taken.
