BACKGROUND INFORMATION: I received the attached letter regarding the intention of the State Department of Water Resources to prepare Environmental Impact Reports for the purpose of diverting Sacramento River water across the Delta to the pumps at the Clifton Court forebay. This matter should be discussed by the Water Committee at its next meeting scheduled for October 5, 1987. CENTRAL DISTRICT 3251 S STREET SACRAMENTO 95816-7017 July 31, 1987 The California Department of Water Resources (DWR) intends to prepare an Environmental Impact Report (EIR) for north Delta water management. Public scoping sessions have been scheduled to aid in determining the scope of the EIR and significant issues related to the alternatives. The north Delta area includes portions of Sacramento-San Joaquin Delta channels south of Hood, east of Rio Vista, north of Stockton, and west of Lodi. Primary objectives of north Delta water management are to help alleviate flooding along the Mokelumne River, reduce reverse flow in the lower San Joaquin River, improve water quality, reduce fishery impacts, and improve water supply reliability. Secondary objectives will include navigational improvements and recreational enhancements. The north Delta water management program will be phased. Alternatives to be considered under the first phase include increasing the hydraulic capacity of the Mokelumne River by dredging, levee setbacks, and levee improvements. Possible alternatives for future phases include wingwall structures in the Sacramento River and Threemile Slough and a new Sacramento River connecting channel. It is expected that extensive monitoring and evaluations will be required of phase 1 before going on to additional phases. The EIR may develop into a joint Environmental Impact Statement/Environmental Impact Report to comply with requirements of the California Environmental Quality Act and the National Environmental Policy Act. Therefore, the U. S. Bureau of Reclamation and U. S. Army Corps of Engineers will be represented at the scoping session. An announcement of the scoping sessions is attached. I would like to understand. where the funding is coming from and who is responsible--or the proponent--of this additional scheme to take northern California water south to the farming interests in the San Joaquin Valley and on to Los Angeles. It seems that the bureaucracy is feeding upon itself again. As our representative, we ask you to again do what is in your power to stop this preliminary EIR work before it gets started.
