Mt. Diablo State Park) RESOLUTION NO. 87/556
WHEREAS, the Contra Costa County Fire Service has continued
to express concerns relative to the Mt. Diablo State Park General
Plan, specifically the Resource, Land Use and Fire Management
elements; and
WHEREAS, the State Park is surrounded by urban and metropol-
itan development and this urban interface has the greatest
potential for life and property loss in the event of fire; and
WHEREAS, the Mt. Diablo State Park is host to over 600,000
visitors annually and as more and more people use the park, more
medical emergencies, traffic accidents and fires will occur
increasing the need for emergency services and emergency services
planning; and
WHEREAS, given the fire history in the area of the park and
recognizing that grazing is often the only economically practical
method of preventing excessive fuel accumulation and for reducing
the seasonal fire hazard in the annual grasslands of this area;
and
WHEREAS, a fire is much easier to control on grazed grass-
lands than it is on ungrazed areas; and
WHEREAS, the extent and severity of the burn is usually
lessened and subsequent erosion tends to be less severe and
recovery is quicker because more seed and subsurface root struc-
ture survives; and
WHEREAS, other benefits of grazing are: ranchers help to
maintain access roads, water sources and also provides extra eyes
and Ears for early detection of incidents;
NOW, THEREFORE, BE IT RESOLVED by unanimous vote of the
Board Members present on this 22nd day of September 1987 that the
Board supports fire hazard abatement through the process of
livestock grazing and with this Board Resolution, notifies the
Mt. Diablo State Park General Planning Team and the Director of
the California Department of Parks and Recreation of the Board' s
continued support for cattle grazing in the Mt. Diablo State
Park.

SUBJECT: Cattle Grazing on Mt. Diablo Resolution No . 87/556A
WHEREAS, the majority of people and organizations in the Mt. Diablo
area support continued grazing on Mt. Diablo; and
WHEREAS, the elimination of grazing, as proposed by the State
Department of Parks and Recreation, poses a dangerous fire hazard; and
WHEREAS, the Demonstration Ranch Project, formalized by the State
Department of Parks and Recreation in 1980 and started by Angel Kerley
in 1972, serves to educate schoolchildren of the County about the
history of ranching in this area and, would be greatly diminished by the
State proposal ;
NOW, THEREFORE BE IT RESOLVED that the Board of Supervisors of
Contra Costa County support grazing on Mt. Diablo and the preservation
of the Demonstration Ranch Project.
