In the Matter of Adopting )
the County Multi-Hazard ) RESOLUTION NO. 87/579
Functional Plan )
WHEREAS in May, 1985 the Governor' s Office of Emergency
Services published the Multi-Hazard Functional Planning Guidance;
and
WHEREAS these planning guidances were designed to
provide the basis for future disaster response planning and
uniformity in disaster plans throughout the State; and
WHEREAS on August 18, 1987 the Governor' s Office of
Emergency Services issued Instructional Guidance and
Administrative Procedures for participation in the Emergency
Management Assistance Program; and
WHEREAS a continuing requirement which must be met by
October 1, 1987 in order to be eligible for Federal matching funds
is an approved Multi-Hazard Functional Plan (MHFP) ; and
WHEREAS the MHFP has been tested through a table top
exercise which was held in the County Office of Emergency Services
on Friday, August 7, 1987; and
WHEREAS all affected departments and agencies in the
County have had the opportunity to review and make appropriate
changes to the Plan; and
WHEREAS the MHFP has been reviewed and approved by
the County Disaster Council;
NOW THEREFORE IT IS RESOLVED that the Contra Costa
County Multi-Hazard Functional Plan, Annexes and Supporting Plans
are APPROVED and are hereby ADOPTED.
IT IS FURTHER RESOLVED that the Director, Office of
Emergency Services, is DIRECTED to submit the necessary copies to
the Governor' s Office of Emergency Services.
PASSED on September 22, 1987 by unanimous vote of the
Board members present.
I hereby certify that the foregoing is a true and

THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA
Adopted this Order on September 22, 197 , by the following vote:
AYES: Supervisors Powers, Schroder, Torlakson, McPeak
NOES: None
ABSENT: Supervisor Fanden
ABSTAIN: None

SUBJECT: Hazardous Material Spills
Communications/Notification
The Board this date adopted the Contra Costa County
Multi-Hazard Functional Plan (MHFP) and authorized submittal of the
Plan to the State Office of Emergency Services.
In conjunction with the adoption of the MHFP, Supervisor
Sunne McPeak recommended that the following actions be taken:
1. Endorse the direction by the Disaster Council to the
County Office of Emergency Services and the County
Administrator to prepare a plan for implementing and
financing an upgraded communications system.
2 Direct County Counsel to prepare an ordinance requiring
immediate notification of the accidental release of
toxics or hazardous substances and the imposition of
fines for failure to comply.
3. Request the County Administrator to develop an
appropriate protocol and chain of communications to
immediately inform local city officials of an incident
within or near their jurisdictions.
Board members being in agreement, IT IS ORDERED that the
recommendations of Supervisor McPeak are APPROVED.
