HEALTH SERVICES DATA PROCESSING OPERATIONS MANAGER
DEFINITION:
Under general direction, plans, coordinates and directs computer
operations activities for the Health Services Department, supervises
subordinate operations staff; and does other work as required.
DISTINGUISHING CHARACTERISTICS
This single position class is distinguished by its responsibility
for the day-to-day management of electronic data processing activities at
the Health Services Department's Data Center. It is distinguished from
classifications in the central data processing division of the County in
that the latter classes are responsible for data processing activities on a
County-wide basis. It is distinguished from the class of Health Services
Systems Manager in that the latter has overall responsibility for
department-wide data processing activities inclusive of systems development
work.
The incumbent of this class receives direction from the Health
Services Systems Manager.
TYPICAL TASKS:
Manages existing computerized operations activities insuring that
scheduled reports are produced in a timely and accurate manner; identifies
and anaylzes problems with existing applications, determines the appropriate
corrective action and coordinates the successful problem resolution; acts as
liaison with hardware and software vendors in order to resolve problems;
assists in implementing new applications where appropriate and cost
effective; interviews, selects, supervises and evaluates subordinate data
processing personnel at the Data Center; oversees the quality of output
produced and deals with user complaints over same; manages the training of
departmental staff in the most effective use of automated data processing
systems; gives information, technical assistance and advice regarding
computer operations issues; prepares correspondence and reports.
MINIMUM QUALIFICATIONS:
Education: Possession of a baccalaureate degree from an
accredited college or university with a major in business or public
administration, computer science or a closely related field.
Experience: Two years of fulltime experience or its equivalent
performing programming, systems analysis or computer operations work with a
mini or mainframe computer at least one year of which was in a supervisory
capacity.
Substitution of Experience for Education: Additional qualifying
experience may be substituted for the required education on a year-for-year
basis up to a maximum of four year.
KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of electronic data processing
, principles and practices; knowledge of the methods and techniques of
information collection, input and reporting; knowledge of accepted methods
of monitoring and improving the validity and completeness of data collected;
knowledge of accepted principles and practices .of supervision; ability to
assist managers to identify and articulate their information needs; ability
to manage and coordinate computer implementation activities; ability to
troubleshoot system operational problems as they arise; ability to supervise
the work of others; ability to communicate effectively both verbally and in
writing, ; ability to establish and maintain effective working relationships
with others.
