Is the property being adequately maintained. 2. Is the County getting the best possible use out of its holdings. 3 . Is the property still an asset or becoming a liability. 4 . Should the County consider selling any of the property in the County Complex area. BACKGROUND: Due to financial constraints the maintenance of many County properties has deteriorated at an alarming rate over the past few years. What may have been a shrewd purchase in the past may now be a liability as the County' s needs have changed over the past 10 years. I am requesting that a report on this matter be presented to the Board of Supervisors as soon as possible. >NTINUED ON ATTACHMENT; _ YES SIGNATURE: RECOMMENDATION OF COUNTY ADMINISTRATOR RECOMMENDATION OF BOARD COMMITTEE APPROVE OTHER IGIVATURE I S): :TION OF BOARD ON September 1 , 1987 APPROVED AS RECOMMENDED X OTHER X The County Administrator is REQUESTED to report in two phases : one on the three properties referred to in the attached letter from Beverly Dutra dated August 16 , 1987; and, two, a complete update on the County Civic Center Plan. As you can see from the enclosed photographs, the houses are in need of repair, painting and proper landscaping care. Property values are being lowered by the lack of proper maintenance to buildings or grounds. It seems irresponsible for the County to buy and use property in neighborhoods which they are unwilling to maintain on, at least, an average scale. Please find enclosed the signatures of property owners in the adjoining area. We need your help with this problem immediately as lack of proper and reasonable maintenance is having an economically destructive consequence on homes in the area. Please help us get this problem resolved as soon as possible. Yours truly, Beverly Dutra 1251 Escobar Street Martinez, CA. 94553 Attachment: Signatures CC Ccp, The following homeowners on Escobar Street,' request that 'the County paint and maintain the landscaping at the County-owned sites of 1127, 1139 and 1236 Escobar Street, as soon as possible. We are concerned about the negative impact these properties are having on our property values.
