REQUEST:
That the County Administrator look into the possibility of
an ordinance that would impose a 5 cent tax on the rental of
movie video tapes. The proceeds of which would be allocated
to the friends of the library system for county-wide
programs.
BACKGROUND:
We are a society that has become more and more dependent on
quick visual communication. Television is a leader in fast
global communication and VCR movies show us how to do every-
thing from losing weight to natural childbirth in the home.
It is faster to see how something is done than to read about
it. And yet, without paper and pen there would be no
scripts or stories to put on tape.
Our public libraries are in the midst of a tremendous
struggle to provide and maintain programs dedicated to the
preservation of our verbal heritage as well as our visual
heritage. It seems fitting that the video movies of today
should financially contribute in the preservation of our
past, present and future history for the many generations to
come.
