RECOMMENDATION•
Approve the attached draft letter to the Advisory Committee on Funding
County Services.
BACKGROUND:
Earlier this year, the Board asked the Advisory Committee for its
priorities on funding. The Committee asked that the Board inform the
Committee of its priorities before a final report was issued. In response,
the Board decided to conduct budget hearings and develop a list of
priorities from those proceedings. The Board also asked that its response
repeat the Board's desire to get the Committee' s independent
recommendations on funding. The attached letter attempts to meet these
objectives.

RE: BOARD OF SUPERVISORS PRIORITIES
On July 27 , the Board of Supervisors considered and adopted a
recommendation from the Finance Committee related to the activities of
your Committee. A copy of their report is attached. Essentially, the
Committee recommended that the Board proceed with Budget Committee
deliberations, although final recommendations had not been received
from the Advisory Committee on Funding County Services. It was felt
that through the mechanism of the Budget Committee and Public
Hearings, the priorities of the Board for 1987-88 would be
established, and that this could be communicated to your Committee.
However, the Board still feels that your Committee' s recommendations
on funding County services should be developed independent of
individual or group preferences expressed by Board members.
The following general comments are offered related to Board action of
the 1987-88 County Budget:
1. Generally, existing programs were funded at a maintenance level
before new programs were considered.
2. It was discussed that Sheriff Patrol Services were inadequately
funded, but money could not be identified to augment that
service. Several ideas were discussed related to freeing up
funds now allocated in other areas for use in patrol. These
issues were referred for further review.
Additionally, an item was referred to the Advisory Committee for
further consideration: the concept of further reviewing the
possibility of a ballot measure for law enforcement and detention
staffing. The Board is discouraged about its ability to fund
staff for the new jail without current service level reductions,
and would like your thoughts about a ballot measure on this
issue.
3 . The Health Services Department was recognized as being $1.8
underfunded. Without significant additional state assistance,
program changes from those proposed will be necessary. In the
meantime, the Health Services Director is to work with the County
Administrator to develop a balancing plan for the budget.
4. $225,000 was allocated towards funding various services on a
"Challenge Grant" basis, whereby proposal would be received for
services to be provided, and those which could leverage County
funding with other sources of funding could enhance their changes
for County money. Areas eligible for funding would be:
♦ Senior/youth intergenerational programs
♦ Adolescent residential programs
♦ Homeless programs
♦ Primary prevention programs in drug, alcohol, violence and
abuse
♦ Pregnancy prevention education
♦ Library book purchases
This summarizes the Board' s direction with regard to the 1987-88
County budget. We hope this will be helpful to you in developing your
final recommendations on funding County services.
The Board appreciates all the work the Advisory Committee has done and
looks forward to receiving your final recommendations.
