FROM: J. MICHAEL WALFORD, PUBLIC WORKS DIRECTOR
DATE: September 1, 1987
SUBJECT: Approve Temporary Permit to East Bay Regional Park
District for Use of County Property in the Pleasant Hill
Area (4425 - 4127)
SPECIFIC REQUEST OR RECOMMENDATION & BACKGROUND AND JUSTIFICATION
I. Recommended Action:
APPROVE Temporary Permit to East Bay Regional Park District
for use of County owned lands and AUTHORIZE the Public Works
Director to execute same on behalf of the County.
II. Financial Impact:
None
III. Reasons for Recommendations:
To allow the East Bay Regional Park District to maintain its
trestle (bridge) which crosses the Walnut Creek Channel
within the former Southern Pacific Railroad right of way near
Monument Boulevard in Pleasant Hill until final arrangements
are made for its disposition.
IV. Background:
Several years ago the East Bay Regional Park District
purchased from Southern Pacific the trestle crossing the
Walnut Creek channel at Monument Boulevard. A permit was
granted to the Park District by the Flood Control District
when Flood Control owned property rights at the bridge. Now
that the County owns fee title to the property a permit must
be entered into between the County and East Bay Regional Park
District.
V. Consequences of Negative Action:
Failure to cooperate with another public agency. Bridge
would have to be removed immediately.
