SUBJECT: Approve and Ratify Execution of a Work-Study Student Assistant
Agreement with the University of California, Berkeley
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Approve action of the PIC Executive Director and ratify
decision to execute a Work-Study Student Assistant agreement
with the University of California, Berkeley.
II. FINANCIAL IMPACT:
None; program funded through County JTPA State grant and
University of California, Berkeley, U.S. Education Economic
Opportunity Act grant.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
On June 23, 1987, the Board of Supervisors authorized the
execution of a JTPA $3000 subgrant with the State Department
of Employment to obtain funding for a work-study student
position for the Fall and Spring semesters of program year
87/88. It also authorized a $43,033 subgrant to provide self-
employment training utilizing an additional work study
student. Although inferred, the Board Order did not
specifically authorize the execution of a College Work-Study
program agreement with the University. The students will be
employees of and paid by the University; JTPA grant funds will
reimburse the University for an amount equal to half the pay
received by each work-study student.
In conjunction with local Chambers and business organizations,
the JTPA $3,000 subgrant program will allow us to augment our
Business Resource Centeractivities to provide business
management workshops and technical assistance to approximately
96 existing and new businesses.
The work-study student to be utilized as part of the JTPA
$43,033 subgrant will monitor and develop resources for the
Self-Employment Training Program. (This program will be
developed and implemented by the County Office of
Education/Regional Occupational Program, which was selected as
service provider by the Private Industry Council on
August 12, 1987. A separate Board Order will be submitted
for that program component.)

U.C. recruitment begins 24 August, requiring the timely
authorization of a work-study agreement. We understand both the
District Attorney and Public Defender have found the work-study
program to be of value.
