RECOMMENDED ACTION : Approve and authorize the Chair to execute on behalf of the County, Standard Agreement #29-446-2 with the State Department of Mental Health in the amount of $14 , 162 . 97 for the period July 1 , 1987 - June 30, 1988 for grant monies from the State ' s Mental Health Primary Prevention Fund to continue a Primary Intervention Project at Bollinger Canyon Elementary School as a joint project with San Ramon Valley Unified School District . This contract is for second-year funding of an expected three- year project . II . FINANCIAL IMPACT : Approval of this agreement by the State will result in $14, 162 . 97 of State funding for a joint project with San Ramon Valley Unified School District to continue a Primary Intervention Project . Sources of funding are as follows : $14 , 162 . 97 State Department of Mental Health 14 , 181 . 00 San Ramon Valley Unified School District 9 , 033 . 00 County Mental Health In-Kind Share $37 , 376 . 97 Total Program This contract for State grant funds requires a 50% local match generated jointly by County Mental Health and the local school district involved . This joint 50% match is required for each of the three years of State funding . County Mental Health ' s in-kind contribution includes an alloca- tion of a specific number of hours of current staff time already budgeted in the Alcohol/Drug Abuse/Mental Health budget , plus mileage and administrative/overhead costs . No new monies are required . No new County revenue will be generated by this grant as grant monies received will flow through the Department to the School District via subcontract to finance project staff to be hired by the School District and project operating expenses . This Project received $13 , 793 of funding from the State for last fiscal year . County costs for last fiscal year were $7 , 401 . REASONS FOR RECOMMENDATIONS/BACKGROUND : In 1985 the Legislature enacted AB 1934 (Bates ) which created the Mental Health Primary Prevention Fund in the State Treasury as a stable mechanism to partially finance three-year demonstra- tion Primary Intervention Projects (formerly called Primary Prevention Projects) . On July 22 , 1986 the Board approved Contract #29-446-1 with the State Department of Mental Health for a joint project with San Ramon Valley Unified School District for a Primary Intervention Project at Bollinger Canyon Elementary School . Standard Agreement #29-446-2 provides continued funding for this project by the State . This document has been approved by the Department ' s Contracts and Grants Administrator in accordance with the guidelines approved by the Board ' s Order of December 1 , 1981 (Guidelines for contract preparation and processing , Health Services Department) . The Board Chair should sign nine copies of the contract , eight of which should then be returned to the Contracts and Grants Unit for submission to State Department of Mental Health . REASONS FOR RECOMMENDATIONS/BACKGROUND : In 1985 the Legislature enacted AB 1934 (Bates ) which created the Mental Health Primary Prevention Fund in the State Treasury as a stable mechanism to partially finance three-year demonstra- tion Primary Intervention Projects (formerly called Primary Prevention Projects) . A joint proposal by County Mental Health and interested school districts is required to secure funding . County Mental Health is also required to provide ongoing clini- cal consultation and training to grant recipients . For a rela- tively small in-kind investment , the County has the opportunity to initiate a new, proven, cost-effective prevention/early intervention program. On April 28, 1987 the Board authorized submission of a funding application to the State Department of Mental Health to establish a Primary Intervention Program at Hillcrest Elementary School as a joint project with John Swett Unified School District . Standard Agreement 429-451-1 is the result of that funding application . This document has been approved by the Department ' s Contracts and Grants Administrator in accordance with the guidelines approved by the Board ' s Order of December 1 , 1981 (Guidelines for contract preparation and processing , Health Services Department) .
