THE BOARD OF SUPERVISORS MET IN SPECIAL SESSION AT
10 A.M. ON MONDAY, NOVEMBER 19, 1979 IN ROOM 107,
ADMINISTRATION BUILDING, MARTINEZ, CALIFORNIA WITH
MEMBERS OF THE GOVERNMENTAL REVIEW COMMITTEE TO
DISCUSS RECOMMENDATIONS CONTAINED IN THEIR REPORT.

Report of Contra Costa County ) Irfonday
Citizens' Governmental Review ) November 19, 1979
Committee. )
The Board on August 21, 1979 having acknowledged receipt of
the Contra Costa County Citizens' Governmental Review Committee's
final report on county government , and having subsequently fixed this
time to meet with members of the Committee to discuss the recommenda-
tions contained in said report; and
Jean Meredith, Committee Chairman, having stated that the
specific goal of the Committee was to identify practical opportunities
to achieve improved efficiency in the overall county government
organization, and having noted that in order to initiate the changes '
proposed the Committee recommends that a detailed implementation plan
and timetable be developed and that a meeting be scheduled between the
Board, the Committee and the county's legislative delegation to discuss
potential legislative barriers; and
Committee member John C. Sparkman, General Manager, Chevron
U.S.A. , Inc . , having outlined the general concepts of the report,
primarily with respect to the budget process , organizational structure
and personnel; and
Committee member Robert [-T. Davis, General Manager, Chevron
U.S.A. , Inc . , having commented on the proposal to consolidate the
Public Works , Planning and Building Inspection Departments; and
Committee member Henry L. Clarke, Business 14anager,
Contra Costa County Employees ' Association, Local No. 1, having
reiterated the reservations set forth in his minority letter to the
Committee Chairman with respect to certain Committee recommendations;
and
Board members having expressed their views on the recommenda-
tions; and
Supervisor E. II. Hasseltine having expressed appreciation
to the- Committee, having noted that the Board already implemented some
of the suggested changes , and having recommended that the report be
referred to the County Administrator to review the feasibility of the
recommendations and to develop an implementation plan and timetable
within 90 days for consideration by the Board;
IT IS BY THE BOARD ORDERED that the recommendation of
Supervisor Hasseltine Is APPROVED.
PASSED by the Board on November 19, 1979 .
