Costa DATE; August 4 , 198710 WCO �ry y l.rl llr SUBJECT; Transportation Committee Report -- Transportation Partnership Proposal SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION• The Transportation Committee (Supervisor Schroder and Supervisor Torlakson) has reviewed and discussed this item at its July 13th and 27th meetings. The Transportation Committee anticipates that Board action of sending a letter to the Conference of Mayors signed by the County' s City/County Liaison Committee (Supervisors McPeak and Powers) for clarification and expansion of the Regional Planning Committee voting membership and structure will be successful. The Transportation Committee recommends that: 1. The Chair of the Board of Supervisors appoint two members of the Board to the Transportation Partnership Commission and that the Chair be authorized to send a letter to the Conference of Mayors indicating the Board' s representation for both the Transportation Partnership Commission and the Regional Planning Committees. Supervisor Schroder has indicated that he will decline the opportunity to serve as one of the two members on the Transportation Partnership Commission as he already serves on the Metropolitan Transportation Commission. 2. The Board of Supervisors should appoint two Board members to each of the four Regional Planning Committees of the Transportation Partnership Commission. The Transportation Committee recommends that the following appointments be made: West County Regional Planning Committee -- Supervisors Fanden and Powers East County Regional Planning Committee -- Supervisors McPeak and Torlakson dp8 :boTPC.t07 ( 7. 29. 87 ) Orig. The appointment of the Board members to the Transportation Partnership Commission and the regional planning committees by itself will not result in an impact on the County. The cost of technical staff and administrative functions, however, for the Transportation Partnership Commission will be the first item on the agenda for discussion by the new Commission. REASONS FOR RECOMMENDATIONS/BACKGROUND: 1 . & 2 . The need for a Countywide forum and regional planning committees to discuss the transportation problems and needs of the County and specific areas of the County is recognized by all parties to be essential. This new Commission would replace the Contra Costa Transportation Advisory Committee which was allowed to sunset in January 1987 . If the suggested schedule proposed by the Conference of Mayors is to be met in preparing a regional transportation improvement program and financial plan, then the Board needs to act on this item in a timely manner. CONSEQUENCES OF NEGATIVE ACTION 1. If the Board does not act upon this matter, then the Board will not have its two members providing input at the first meeting of the Transportation Partnership Commission. This lack of input will deprive the Commission of the County' s perspective and understanding of the transportation concerns and issues. It will also prevent the Commission from giving full consideration to the need for technical staff , administrative staff and how the Commission' s members should fund of this complex endeavor. 2 . Lack of action will delay and/or inhibit the County on the regional level in commenting upon the specific needs and concerns of the unincorporated areas in the four geographical Regional Planning Committees. dp8 :boTPC.t07
