BACKGROUND The first challenge to establishing the Contra Costa California State University campus is the construction of a Learning Center on the Concord site. A pledge of a significant contribution for the second building has been made by a local civic leader. This would be an excellent beginning for the college. However, the key question is: how long will this take? In order to encourage the feasibility of getting the campus open sooner rather than later, it would be appropriate to explore with the cities of Concord and Walnut Creek and the landowners adjacent to the college site to assess the feasibility of local actions that would be an incentive to the State to not only keep its commitment to Contra Costa County but also to step up its efforts.
