BACKGROUND
Send letter to Governor Deukmejian requesting additional
Northern California representation on the Board of Trustees
of California State University and urging his support for
funding of the Contra Costa college campus.
BACKGROUND
Attached is a letter from California State University Trustee
Dean Lesher thanking the Board of Supervisors for our recent
efforts to assure the California Postsecondary Education
Commission didn' t derail the development of a college campus
in Contra Costa County. The letter also explains that only
four of the nineteen members of the California State
University Board of Trustees live in Northern California and
Mr. Lesher is the only Northern Californian out of ten
appointed by Governor Deukmejian. This situation must be
remedied as soon as possible if Contra Costa County and
Northern California are to receive fair representation.

Dear Sunne and fellow Supervisors:
I cannot express to you how deeply I appreciate the splendid, wholehearted,
and unanimous support which you offered in connection with the question raised
by Dr. William Pickens of the California Postsecondary Education Commission
about the building of a new Learning Center on the college site in Contra
Costa County owned by the California State University.
That matter has now been resolved in our favor. Following a conference I had
with Dr. Pickens in my office. Thursday and his subsequent telephone calls with
Chancellor Ann Reynolds of the California State University System, Dr. Pickens
decided to withdraw his letter from the Attorney General and to cease
questioning the move to build a Learning Center on the college campus on
Ygnacio Valley Road on the edge of Concord owned by the California State
University system.
Dr. Pickens admitted during our conference that Contra Costa County needs and
deserves to have the campus developed. He said he was convinced of this and
was really concerned that the role of the Postsecondary Education Commission
was not ignored in this particular matter.
The factor that he overlooked was that the State already owned the site, and
therefore it was not the usual situation where the State was considering
acquiring a site, in which event the California Postsecondary Education
Commission played a role. Here, since the site was already owned, there was
no further role for the California Postsecondary Education Commission to play
in this matter.
The development of the site is within the control of the Board of Trustees of
the California State University system, with the approval of the State
Legislature and the Governor with respect to the funding of its development.
I sincercl.y believe that our long years of battling for this college are On
the point of fruition. The first building built on several of the existing
campuses was a Learning Center. I believe that this step of having a Learning
Center built is a tremendous step toward the decision to develop the campus
fully in a few years.

The time frame for the building of the new center calls for its completion
late in the fall of 1990. It will probably not be ready for the opening of
the school term but within a month or two thereafter. I hope that the time
schedule can be stepped up so that it will be ready by the first of September
and thus be ready to take enrollment for the fall term beginning in September
of 1990.
I am delighted that we are proceding with this particular move because of the
problem we face generally in the Board of Trustees. Only four of the nineteen
members live in Northern California. 1 happen to be the only one of the ten
appointees by Governor Deukmejion living in Northern California. The odds are
thus not stacked in our favor when we ask for consideration of a new campus in
Northern California when the needs for additional campuses in Southern
California because of the much greater growth and population there.
We already decided to build two -new campuses in Southern California, one in
the Northern part of San Diego County and the other in Ventura County.
Fortunately our campus will be slightly ahead when the money is appropriated
for the building of the Learning Center on our campus site. I hope we can
maintain this advantage and thus get the approval of the Board to develop the
campus fully. Even so, the time schedule is slow and so I predict even if we
move as rapidly as possible another building on the campus will not be ready
for approximately eight to ten years. Once the second building has been
constructed the situation will become easier for the further development of
the campus more rapidly.
The struggle has been long and full of obstacles to date but we are on the
verge of success and I am convinced that success is just one or two votes away
and those votes are available.
Thank you very very much for your aggressive assertion of help. It was a
considerable factor in the decision just reached and will be a real factor
throughout our quest for development of the college site. Thank you once
again on behalf of litterly thousands of unborn people who will. benefit from
all of our efforts to provide additional education facilities in our County.
