Adopted this order on August 4, 1987 by the following vote:

SUBJECT: Big Break Marina Issues
Supervisor Schroder advised that he had received the
attached letter from Bryce Philbrooks, Rt. 1, Box 61B, Oakley
94561 , requesting the Board' s assistance on behalf of a group of
elderly tenants of the mobile home park at Big Break Marina, Oakley
area.
Board members discussed the matter and noted that the
matter of the purchase of the Big Break Marina by the DuPont
Corporation had previously been referred to staff.
IT IS BY THE BOARD ORDERED that the letter from Mr.
Philbrooks is REFERRED to the Community Development Director and
the Hazardous Materials Commission for report on this and other
issues related to the DuPont action.

Dear Sire
A group of mostly Retired, Elderly people are being evicted
from their homes and we need your help.
DuPont Corp. in Antioch, CA. , has purchased Big Break Marina,
of Oakley, CA, and wants to evict the tenants. The Marina is
located up river from DuPont and includes Mobile Homes and Trailers
as well as Boats.
There are several problems that haven't been addressed by
DuPonts
1 . We were told that we are being evicted for our own
protection against a possible chemical spill. However,
approximately 1000 ( one thousand) new homes are being
constructed adjacent to the Marina against DuPont
property. Some of these homes are as close to DuPont
as my home is located. In addition, Mr. McNamara,
Plant Manager, stated in the Press, that the Marina
was purchased for Industrial Expansion, thus deminishing
wetlands and recreation areas.
2. The prevailing winds blow from DuPont to the new homes
and only over a portion of the Marina. If there were
a true problem, the $1009000 + ( one hundred thousand
dollars plus) homes would not have been approved.
3. Very few of our existing homes can be moved to other
facilities due to age and physical size restrictions.
4. The people involved have neither the resources or finances
to make a move. DuPont is offering a pittance which
wouldn't start. to cover moving costs, if there were a
place to move.
5. According to the DuPont Plan Manager, there hasn't been
one injury outside of the plant caused by a spillage in
the 32 years of operation.
We are asking your help to intercede .on our behalf with DuPont
of Antioch and use power of your office and your own personal
persuasimn to obtain compassion and allow us to continue our lives
in our homes. We have worked all of our lives to enjoy the lifestyle
we are about to lose.
