Adopted this Order on August 4, 1987 by the following vote:
AYES: supervisors Powers, Fanden, Torlakson, McPeak
NOES: Supervisor Schroder
ABSENT: None
ABSTAIN: None
SUBJECT: For the Contra Costa County Fire Protection District
authorizing advisory election measures
This Board recognizes the need in the Contra Costa County Fire
Protection District to obtain the views of its voters concerning the
selection of its governing body and whether fire suppression
assessments should be established and levied to provide additional
firefighters for fire protection services .
Now, therefore, this Board hereby determines , orders and
directs :
1. The two ( 2 ) Advisory Vote measures set forth on Exhibit A
attached hereto be presented to the voters in the District ' s area for
their approval or denial on the November 3, 1987 election ballot .
2 . The County Clerk (Elections Clerk) is directed to take all
steps necessary to place the attached advisory vote measures on the
November 3, 1987 ballot for the District' s area and this election be
conducted with any other elections scheduled for that area on
November 3 , 1987 .

EXHIBIT A
1 . Should the Contra Costa County Consolidated Fire Protection
District have its governing authority changed from the Board
of Supervisors to a special district that is governed by a
new independent body as recommended by the firefighters
union?
2. Should the Contra Costa County Consolidated Fire Protection
District collect fees from developers for new construction
[estimated at $300 per home and 20 cents per square foot for
business and industry] to finance fire station facilities
and, in addition, levy an annual assessment of not more than
$15 per household and up to $150 per business and industry
to provide additional firefighters for expanded fire
protection services?
