Further, this Board recognizes the need to obtain the views of its voters whether development fees and fire suppression assessments should continue to be collected to- fund fire facilities, equipment and personnel. Now, therefore,, this Board hereby determines , orders and directs : 1. The Advisory Vote measure set forth on Exhibit A attached hereto be presented to the voters in the District' s area for their approval or denial on the November 3, 1987 election ballot. 2 . The County Clerk (Elections Clerk) is directed to take all steps necessary to place the attached advisory vote measure on the November 3, ,,-1987 ballot for the District' s area and this election be conducted with any other elections scheduled for that area on November 3 , 1987 . ADVISORY VOTE ONLY Shall the Riverview Fire Protection District continue YES to receive fees from new development ($235 per home and. F $. 15 per sq. ft. for business and industry) to finance fixe stations, vehicles and related equipment and . continue to levy annual assessment fees ($15 per home NO and up to $150 for business and industry) to be reconsidered in 1991 to finance fire fighting personnel to provide fire protection services to meet recognized standards and the Contra Costa County General Plan. In conjunction with the above action, the Board also agreed to amend Ordinance 87-39 to limit assessments for four subsequent fiscal years. Therefore, IT IS BY THE BOARD ORDERED that Ordinance 87-60 is ADOPTED to limit fire suppression assessments for subsequent years to the initial per parcel assessments levied during Fiscal Year 1987-88 in the Riverview Fire Protection District. Ordinance 87-39 is herein amended to provide that initial assessments per parcel shall be the maximum allowed assessments for its term and to establish a local ordinance sunset limitation. SECTION II : Section 7 of Ordinance No . 87-39 is amended to read as follows : SECTION 7 . AMOUNT AND RATE OF ASSESSMENT. Section 15 of Ordinance No . 87-39 is amended to read as follows : SECTION 15 . SUNSET. Ordinance No. 87-39 and this ordinance shall be repealed and of no further force and effect beginning on July 11 1991. SECTION IV. EFFECTIVE DATE. This ordinance shall become effective 30 days after passage, and within 15 days of passage , shall be published once with the names of Supervisors voting for or against it in the Antioch Daily Ledger , a newspaper of general circulation published within the County and District .
