SUBJECT: General Assistance Program Amendments
The Board this date adopted Resolution No. 87/468
amending the General Assistance Hearing and Appeal procedure, and
Resolution No. 87/469 amending the Standards for Administration of
the General Assistance Program.
In conjuntion therewith, Jane Grant Kerr, representing
the Contra Costa Legal Services Foundation, appeared before the
Board and expressed concern about age requirements as specified in
the County's General Assistance Program. Ms. Kerr also noted that
Resolution No. 87/468 empowers the Social Services Director to
establish Evidentiary Hearing Appeal policies and procedures, and
requested that the Legal Services Foundation be given the
opportunity to review the proposed policies and procedures prior to
Adoption of the policies.
IT IS BY THE BOARD ORDERED that the issues raised by the
Legal Services Foundation representative are REFERRED to County
Counsel and the Social Services Director for review.

SUBJECT: Standards for Administration of the
General Assistance Program
RESOLUTION NO. 87/469
The Contra Costa County Board of Supervisors RESOLVES that:
The amendment proposed by the Social Service Director to Resolution
Number 86/574 regarding the policies concerning the Standards for
Administration of the General Assistance Program is ADOPTED by the
Contra Costa County Board of Supervisors.
It is RESOLVED that Section I , A is revised to state:
An applicant for or recipient of General Assistance:
Must be at least 18 years of age or legally married or
disqualified for categorical assistance.
It is RESOLVED that Section I , D is revised to state:
An applicant for or recipient of General Assistance:
Must not be in receipt of or eligible to categorical cash
assistance in the same month. Where an individual fails to take all
reasonable steps to establish or maintain his or her eligibility for
categorical aid, or refuses to cooperate with GA program requirements,
he or she renders himself or herself ineligible for General Assistance.

SUBJECT: General Assistance Hearings and Appeals
RESOLUTION NO. 87/468
The Contra Costa County Board of Supervisors RESOLVES that:
The amendment proposed by the Social Service Director to Resolution
Number 74/365 and Resolution Number 75/28 regarding the policies
concerning General Assistance Hearings and Appeals, is ADOPTED by the
Contra Costa County Board of Supervisors.
It is RESOLVED that the Social Service Director is empowered to
establish policies and procedures for a review of Evidentiary Hearing
decisions by the Director, or his/her designee, at the discretion of
the Director.
