HOUSING ALLIANCE/PACIFIC COMMUNITY SERVICES, INC. PROPOSAL FOR
EVICTION PREVENTION PROGRAM
I . RECOMMENDED ACTION:
Approve Eviction Prevention Demonstration Program proposed by the Housing
Alliance of Contra Costa County and Pacific Community Services, Inc. ; authorize the
Executive Director of the Housing Authority to enter into an agreement with the
Housing Alliance and Pacific Community Services, Inc. ; and, allocate $7470 from
Housing Authority Local Management Funds to finance this program, as recommended by
the Advisory Housing Commission.
II . FINANCIAL IMPACT:
The total program cost of $7470 would be allocated from Housing Authority Local
Management Funds.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
Housing Authority staff has met with representatives of the Housing Alliance of
Contra Costa County and Pacific Community Services, Inc. to discuss a proposed six
month demonstration program whose goal would be to prevent evictions in public
housing caused by non-payment of rent. As the Housing Alliance services Central and
West County and the Pacific Community Services, Inc. services East County, the two
agencies have come together in a joint venture to administer this proposed six month
demonstration program.
The Housing Alliance and Pacific Community Services, Inc. have presented the
Housing Authority with a proposal to conduct an eviction prevention program for a six
month period at the following three public housing developments: 1. Las Deltas, North
Richmond; 2. Bayo Vista, Rodeo; and, 3. El Pueblo, Pittsburg. A total of 30 families
who have a poor rent payment history and are in danger of being evicted from public
housing would be assisted through this demonstration program. The cost for the program
would be $7470.
The Housing Alliance of Contra Costa County is a HUD-certified counselling
agency. It provides extensive landlord-tenant counselling, as well as mortgage
default counselling. It serves as a Fair Housing Agency for Contra Costa /County and

has been in existence for eleven years. The Executive Director of the Housing
Alliance is Ms. Barbara Sanders. Barbara acquired experience as a public housing
manager when she worked for the Oakland Housing Authority. The housing counsellor
who would work on this project with Barbara previously worked as a public housing
manager for a housing authority in Minnesota.
Pacific Community Sevices, Inc. is a non-profit organization which has
effectively addressed the needs of East Contra Costa County residents for over
fifteen years. This agency has developed expertise in working with families faced
with any number of housing crisis situations which include but are not limited to
evictions, rental/mortgage delinquencies, tenant/landlord conflicts and homelessness.
After discussing the operation of the eviction prevention program, at its
Regular Meeting on Monday, July 20, 1987, the Advisory Housing Commission voted to
recommend approval of the Eviction Prevention Demonstration Program described by the
Housing Alliance of Contra Costa County and Pacific Community Services, Inc. and to
recommend authorizing the Executive Director of the Housing Authority to enter into
an agreement with the Housing Alliance and Pacific Community Services, Inc. to
implement the program at a cost of $7470 to be funded by the Local Management Fund.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners fail to respond positively to this request,
some 30 families who demonstrate chronic late payment tendencies would continue
the expensive and time consuming habit of having eviction notices issued and served
by the Housing Authority on a monthly basis.
