SECTION I. Page E-17 of the County's 1978 Zoning Map (Ord. No. 78-
93) is amended by re-zoning the land in the above area shown shaded on the map(s)
attached hereto and incorporated herein (see also Comity Planning Deportment File
No. 2296-RZ )
FROM: Land Use District A-2 ( General Agriculture )
TO: Land Use District R-6 ( Single Family Residential )
and the Planning Director shall change the Zoning Map accordingly, pursuant to -
Ordinance Code Sec.84-2.003.

The Board on March 6, 1979 having fixed this time for
hearing on the recommendation of the County Planning Commission
with respect to the request of Bryan & Murphy Associates (2296-RZ)
to rezone land in the West Pittsburg area from General Agricultural
District (A-2) to Single Family Residential District (R-6); and
No one having appeared in opposition; and
Mr. A. A. Dehaesus, Director of Planning, having advised
that a Negative Declaration of Environmental Significance was filed
for this proposal; and
The Board having considered the matter, IT IS ORDERED
that the request of Bryan & Murphy Associates is APPROVED as
recommended by the County Planning Commission.
IT IS FURTHER ORDERED that Ordinance No. 79-48 giving effect
to the aforesaid rezoning is INTRODUCED, reading waived and
April 17, 1979 is set for adoption of same.

NOTICE is hereby given that on Tuesday
April 3, 1979 at 1:30 P.M. in Iloom 107
of the County Administration Building, corned Pine and Escobar
Streets, Martinez, California, the Contra :Costa County Board of
Supervisors will hold a public hearing to consider the following
planning matter:
Recommendation of the County Planning Commission
on the rezoning application of Bryan & Murphy Associates (2296-RZ)
to rezone land from General Agricultural District (A-2) to Single
Family Residential District (R-6).
The location of the subject land is within the
unincorporated territory of the County of Contra Costa, State of
California, generally identified as follows (a more precise
description may be examined in the office of Director of Planning,
County Administration Building, Martinez, California):
19.27 acres located at the southerly extension of

RESOLUTION OF THE PLANNING COMMISSION OF THE COUNTY OF CONTRA COSTA, STATE OF CALIFORNIA,
INCORPORATING FINDINGS AND RECOIIO ENDATIONS ON THE REQUESTED CHANGE IN ZONING BY BRYAN &
MURPHY ASSOCIATES (APPLICANTS), BERWYN HOWARD (OWNER), (2296-RZ), IN THE ORDINANCE CODE
SECTION PERTAINING TO THE PRECISE ZONING FOR THE WEST PITTSBURG AREA OF SAID COUNTY.
WHEREAS, a request by BRYAN & MURPHY ASSOCIATES (Applicant), BERWYN HOWARD
(Owner), (2296-RZ), to rezone land in the West Pittsburg area from General Agricultural
District (A-2) to Single Family Residential District (R-6), was received by the County
Planning Department Office on August 21, 1978; and
WHEREAS, a Negative Declaration of Environmental Significance was posted on this
application on November 6, 1978; and
WHEREAS, after notice thereof having been lawfully given, a public hearing was
held by the County Planning Commission on Tuesday, February 13, 1979, whereat all
persons interested therein might appear and be heard; and
WHEREAS, the Planning Commission having fully reviewed, considered and evaluated
all the testimony and evidence submitted in this matter; and
NOW, THEREFORE, BE IT RESOLVED that the County Planning Commission recommends
to the Board of Supervisors of the County of Contra Costa, that the rezoning request
of BRYAN & MURPHY ASSOCIATES (Applicant), BER1,11YN HOWARD (Owner), (2296-RZ), be APPROVED
as to the change from General Agricultural District (A-2) to Single Family Residential
District (R-6), and that this zoning change be made as is indicated on the findings
map entitled: PAGE E-17 OF THE COUNTY'S 1978 ZONING MAP, which is attached hereto and
made a part hereof; and
BE IT FURTHER RESOLVED that the reason for this recommendation is as follows:
(1) The requested change in zoning, A-2 to R-6, is consistent with the 1963
General Plan and the proposed plan for this area.
BE IT FURTHER RESOLVED that the Chairman and Secretary of this Planning Commiss-
ion shall sign and attest the certified copy of this resolution and deliver the same
to the Board of Supervisors all in accordance with the Government Code of the State
of California.
',The instruction by the Planning Commission to prepare this resolution was
given by motion of the Planning Commission on Tuesday, February 13, 1979, by the
following vote:

(Owner), County File 02296-RZ: The applicant requests approval to rezone land
from General Agricultural District (A-2) to Single Family Residential District
(R-6). Subject property is described as follows: 19.27 acres located at the
southerly extension of Mariners Cove Drive and the westerly extension of
Riverside Drive, and is bounded on the north by the EBMUD Aqueduct and on
the south by the Contra Costa Canal, in the West Pittsburg area. (CT 3142)
(Parcel 098-210-010)
The project will not have a significant effect on the environment. The
proposal is located in an area which has been planned (General Plan and
zoning) for such uses and densities. It is essentially an in-filling
action. No significant impacts are anticipated. However, because there
is a relatively high potential for archaeological resources, it is recommended
that a reconnaissance be performed.
It is determined from initial study by Dale Sanders of the
XXX Planning Department that this project does not have a significant
effect on the environment.
Justification for negative declaration is attached.

I. Introduction: The applicant requests approval to rezone land from General
Agricultural District (A-2) to Single Family Residential District (R-6). Subject
property is described as follows: 19.27 acres located at the southerly extension
of Mariners Cove Drive and the westerly extension of Riverside Drive, and is
bounded on the north by the EBMUD Aqueduct and on the south by the Contra Costa
Canal, in the West Pittsburg area. (CT 3142) (Parcel 098-210-010)
Application for approval of a tentative map for Subdivision 5430 has been filed
for 8S lots on subject property.
II. General Information
A. Present Zoning: General Agricultural District (A-2) .
B. Requested Zoning: Single Family Residential District (R-6) .
C. General Plan Designation: Single Family Residential-High Density-5 to 7
dwelling units per acre-1963 General Plan and proposed General Plana
D. Present Land Use: Grazing
E. Proposed Land Use: Residential
(Subdivision 5430)
F. Surrounding Land Use: Mobile home park and school to the north, single
family residential under construction to the east, grazing land to the south
beyond the canal.
G. EIR Status: A Negative Declaration of Environmental Significance was posted
November 6, 1978.
III. Discussion
The 19 acre site is the last remaining parcel of agriculturally zoned land planned
for development as.Single Family Residential High Density in the area. The land is
gently rolling and the Subdivision proposed as shown on the tentative map of Sub-
division 5430 is consistent with existing development of the arca. Development of
the Subdivision will complete the circulation in the area extending Mariners Cove
Drive south of the EBMUD Aqueduct and tying into Riverside Drive in Vista Marina,
Subdivision 4663, under construction to the east. n

The proposed zoning is consistent with the 1963 General Plan and proposed Plan
for the area. Bicycle, riding and hiking trails are indicated on the Interim
Trails Plans along the Mokelumno Aqueduct and the Contra Costa Canal to the north
and south of the site.
IV. Recommendation:
Adopt a resolution recommending that the Board of Supervisors rezone the 19.27
acres in 2206-RZ from General Agricultural (A-2) to Single Family Residential Dist-
rict (R-6)
