MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: July 28, 1987 SUBJECT: Consideration of Proposed Cal West Airlines License Agreement Specific Requests or Recommendations & Background & Justification I. RECOMMENDED ACTION: APPROVE License Agreement with Cal West Airlines and direct Chair of the Board of Supervisors to execute said License Agreement on behalf of the County. II. FINANCIAL IMPACT: Cal West Airlines will pay landing fees of approximately $1 ,000 per month. III. REASONS FOR RECOMMENDATION/BACKGROUND: On June 2, 1987 the Board of Supervisors adopted the Interim Commercial Airline Access Plan & Regulation. At that time the Board of Supervisors gave direction to the Public Works Department that no scheduled service, including commuters would be considered outside of the 7:00 a.m. to 10:00 p.m. time period , unless additional noise studies were completed , specifically relating to operations outside of those hours . Cal West Airlines has indicated that in order for their commuter operation to be successful they will require departures at 6:00 a.m. in order to make satisfactory connections at San Francisco International Airport. They anticipate that they may need to operate as many as four departures during the 6:00 a.m. to 7:00 a.m. time period. From June 1984 until February 1985, WestAir Airlines operated a similar service between Buchanan Field Airport and San Francisco International Airport. WestAir's flight schedule operated one arrival and two departures between 6:00 a.m. and 7:00 a.m. during the period they were operating. We received no noise complaints on WestAir's. operations. It should also be noted that WestAir had very few restrictions imposed on their operations as it relates to runway usage and noise abatement procedures. Clerk of the Board of Supervisors and County Administrator BYAh ��.o Deputy-Clerk I Cal West Aviation is a charter business operating out of Buchanan Field Airport. They have been in business at Buchanan Field Airport for over 13 years. During that time our records indicate that we have received only two noise complaints on Cal West's operations in the past 5 years (since records have been kept on this issue). Cal West operates a high percentage of their departures between 5 :00 a.m, and 7 :00 a.m. Cal West currently is flying approximately 1 ,100 charters per year out of Buchanan Field Airport. The required study was completed by Mestre Greve Associates , Inc , of Newport Beach, CA. A copy of this study is attached. The Mestre Greve Study concluded that the noise levels generated by the Cal West aircraft are not of sufficient volume from which sleep disturbances are likely to occur. It further .noted that there are no airports in California (including Orange County) with nighttime limits that have restrictions that would limit operations by the Cal West type of aircraft. The Mestre Greve Study further concluded that the project does not result in any significant noise impacts. The proposed lease requires that Cal West Airlines comply with all aspects of the adopted Access Plan. The lease, however, allows Cal West to land or takeoff between the hours of 7:00 a.m. and 10:00 p.m. local time. It further allows Cal West to operate up to four departures during the 6:00 a.m. to 7 :00 a.m, time period and up to two arrivals during the 10:00 p.m. to 11 :00 p.m, time period. This License Agreement further designates the preferential runway use by Cal West Airlines which is essentially the same as the runway use designation by Pacific Southwest Airlines. CEQA considerations relating to the Cal West lease were evaluated by the Board of Supervisors on June 2, 1987 as part of its adoption of the Interim Commercial Airline Access Plan and Regulation and the appropriate findings were made at that time. This License Agreement will be for a period of one year with an option to renew at negotiated terms and conditions for an additional one year.
