DATE: July 23, 1987 C� SUBJECT: Approval of Contract Cancellation Agreement #24-364-3 with Neighborhood House of North Richmond , Inc . and Novation Contract #24-429-1 with Tri-County Women ' s Recovery Services SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I . RECOMMENDED ACTION: A. Approve and authorize the Chair to execute on behalf of the County, Contract Cancellation Agreement #24-364-3 with Neighborhood House of North Richmond , Inc . effective July 15 , 1987 to terminate Contract #24-364-2 for the Tri- County Women ' s Alcohol Residential Recovery Program for Contra Costa , Napa and Solano Counties ; and B. Approve and authorize the Chair to execute on behalf of the County, Novation Contract #24-429-1 with Tri-County Women' s Recovery Services in the amount of $75 , 304 for the period July 16 , 1987 - December 31 , 1987 for provision of women' s . alcohol program services and a 15-bed alcohol residential recovery facility for women and children from Napa , Solano and Contra Costa Counties . These two actions transfer this program from Neighborhood House of North Richmond , Inc . to Tri-County Women' s Recovery Services , a newly-formed nonprofit corporation. II . FINANCIAL IMPACT : The services to be provided by Tri-County Women' s Recovery Services are fully funded in the Health Service Department ' s proposed budget for FY 1987-88 from the Federal Block Grant- Women ' s Set-Aside Allocation , funded through the State Department of Alcohol and Drug Programs . III . REASONS FOR RECOMMENDATIONS/BACKGROUND: The State Department of Alcohol and Drug Programs granted Federal Block Grant monies for new women ' s services on the basis of a highly competitive Request for Proposal in FY 1985-86 . Neighborhood House of North Richmond , Inc . submitted the propo- sal which was selected for funding by the State for a 15-bed recovery home to serve Napa , Solano , and Contra Costa Counties . Contract Cancellation X124-364-3 Tri-County Women' s Recovery Services Novation Contract #24-429-1 Board Order Page 2 The State chose to allocate the money for these services through the County rather than allocating the funds directly to the pro- vider . Under the State-approved proposal , a new nonprofit cor- poration was to be established to continue the operation of the program beyond the start-up period . Tri-County Women' s Recovery Services assumed responsibility for operation of the program effective July 16 , 1987 through an Interim Contract with the County which was approved by the County Administrator ' s Office and signed by the Purchasing Agent on July 14 , 1987 . Novation Contract 424-429-1 replaces the Interim Contract #24-429 and will continue services through December 31 , 1987 . These documents have been approved by the Department ' s Contracts and Grants Administrator in accordance with the guidelines approved by the Board ' s Order of December 1 , 1981 (Guidelines for contract preparation and processing, Health Services Department) .
