Personnel Management Regulations ) In its capacity as Board of Supervisors of Contra Costa County and as the Governing Board of the Contra Costa County, Moraga, Orinda , Riverview and West Fire Districts, this Board RESOLVES THAT: The Director of Personnel having advised this Board that meet and confer discussion between the County and International Association of Firefighters Local 1230 have been conducted in a good faith effort to reach agreement on amendment of the Personnel Management Regulations and that these discussions have not achieved agreement but have resulted in impasse; and Upon recommendation of the Personnel Director, and upon recommendation of the County Administrator, Part 6, Establishment and Preparation of Employment Lists, and Part 7, Certification of the Personnel Management Regulations adopted by Board Resolution 81/1468, shall be amended by adding the sections as indicated below: 605. Designation of Employment Lists 605.3 (d) Band lists may be used for the entry level class of Firefighter. Under the band certification process for Firefighter, the names of candidates who have qualified on the examination are placed into one, two or three groups designated as Bands A, B and C. All names within each band shall be considered equally qualified and there shall be no additional ranking within the bands. 605.4 Preparation of Band Lists (a) After computing final scores for all candidates, including any promotional or veterans ' credits to which they may be entitled under these rules, candidates will be placed in either Band A, B or .C. (b) Band A shall contain the names of those candidates found to be the best qualified for the class. (c) Band B shall contain the names of those candidates who are well qualified for the class ; but not as highly qualified as those candidates placed in Band A. (d) Band C shall contain the names of those candidates who are qualified for the class , but not as qualified as those candidates placed in Bands A or B. (e) Designation of cutoff scores for Bands A, B and C and the resulting placement of eligibles into the above bands shall be made by the Director of Personnel . There is no limitation on the number of candidates that may be placed in any band. 719. Band Certification of Firefighters . The Director of Personnel may elect to use a band certification to certify names for Firefighter positions from eligible lists. Under the band certification process , candidates who have qualified on the examination will be placed into one, two or three groups designated as Bands A, B and C. The number of available eligibles certified from the Firefighter eligible list established as a result of an open competitive examination shall include all of the names in Band A. If there are fewer than nine (9) more names available in Band A than the number of vacancies to be filled, then all of the names in Band B shall be certified along with the names in Band A. If there are fewer than nine (9) more names available in Bands A and B combined than the number of vacanices to be filled, then all the names in Band C shall be certified along with the names in Bands A and B. 1 hereby certify that this Is a true and correct copy of an action taken and entered on the minutes of the Ori g.
