This approval is based upon the preliminary development plans dated received by the Planning Department August 22, 1978. 2. The number of units/lots shall not exceed 96 residential units. The guide to be used to establish yard, buliding heights and other dimensional requirements shall be the Single Family Residential District R-6, subject to modification by the Zoning Administrator. 3. The preliminary development plan and future subdivision shall conform to the provisions in Title 9 of the County Ordinance Code. Any exception therefrom, shall be specifically listed in the conditions for subdivision development. 4. A standard cul-de-sac or "knuckle" shall be provided at the easterly end of the east- west street with the Final Development Plan, consideration shall be given for an additional stub street to the east boundary of the project in the vicinity of Lot 40,or possible realignment of the east-west street to the same location. This would provide alternate access to the adjacent existing residences and undeveloped land to the east of the site. 5. Access to the church shall be provided from the east-west collector and not from Alves Lane and access rights to Alves Lane shall be relinquished. 6. Frontage improvements along the Alves Lane frontage shall be extended across Contra Costa Canal to the existing frontage improvements at the adjacent parcel. This shall require the widening of the existing bridge. 7. Provide for on-street parking space at each lot with the Final Development Plan. The County requirement is a minimum of 26 feet between driveways for a parking space at the street curb in accordance with Public Works Department Standard Drawing CC306. A detailed plan for street parking shall be submitted with the Final Development Plan showing lot and driveway widths and curb distance for parking between driveways. 8. Fencing shall be provided at the boundaries of the project. Fence design shall be indicated with the Final Development Plan. 9. The General Plan shows a riding and hiking trail along the Contra Costa Canal. Additional review for possible trail with the Contra Costa Canal will be made with the Final Development Plan. SITE DESCRIPTION AND PRELIMINARY DEVELOPMENT PLAN The subject site is in an area of existing development located on Alves Lane which connects to Willow Pass Road approximately one-third mile to the north and extends south and east via Canal Road about one-half mile to Bailey Road and Highway 4. The site slopes gently to the north and encompasses a small drainage swale on its northwesterly portion. A church presently occupies the property at the southwest portion, the off-street parking of which will have minor modification to allow for the access street of the proposed development. The larger portion of the site has been used for livestock grazing. A 30 foot wide utility and pipeline easement extends along this north boundary with the Housing Authority residential complex beyond. The density not including this church lot, is 10.8 units per acre. Total Size- 17.3 Acres Less Street- 3.2 Acres 14.1 Acres-6.8 DU/AC Less Church lot 5.2 8.9 Acres- 10.8 DU/AC This density of 6.8 DU/AC for the project which includes the church lot would conform to the density of 1963 County General Plan designation of high density residential S to 7 DU/AC and is well within the density ranges of 12 to 17 DU/AC of the draft general plan amendment for the West Pittsburg area, currently under review. There may also be a reduction in the number of units resulting from the widening of lots so as to provide sufficient distance between driveways for street parking. Lots are, typically 36 x 100 feet with buildings located of one side allowing 10 feet between buildings. Proposed residential units are both one and two story. Access is from Alves Lane, I50+ feet north of its intersection with Virginia Avenue, extending easterly through the site and providing 800 foot of frontage on Lot 97 for the existing church, and abutting to Lane Avenue at the east boundary. The eastern portion of the project is served by a loop street south from the east-west access street. The undeveloped lands to the east of the site zoned Multiple Family Residential M-29 has access to Canal Road and Bailey Road. The soils and geologic report submitted with the application indicates that the site can be developed as proposed. An additional report will be required with the final development plan and subdivision application. Grading for the project appears to be minimal. IV. PUBLIC FACILITIES A. Water. The unincorporated portion of West Pittsburg is served by Bay Water Lo pany, the only private utility company in the county which treats and distributes raw water for domestic use. Day %Vater buys water from the Contra Costa Counly Waler District and treats it at one of two plants in West Pittsburg. The company presently serves 9,000 - 10,000 people; the ultimate plant capacity is approximately 18,000 - 20,000 people. 000233 Kay Building -2297-RZ• • Page Three D. Fire Protection. The West Pittsburg area is served by Riverview Fire District. One station is ocated on Willow Pass Road near Bailey Road, back up stations are located in the City of Pittsburg. The District considers its service to the Area adequate for the present time and sufficient to accommodate residential development in the near future. E. Schools. Most of the unincorporated West Pittsburg area is within the Mt. Diablo Unified School District. Three schools serve the area: Bel Air and Shore Acres Elementary Schools and Riverview Intermediate School. Riverview Intermediate is not located in what used to be Pacifica High School. There are no plans at the present time for a new high school in the area. Enrollment in the West Pittsburg schools has been declining. According to district officials, school facilities are adequate to serve the future student needs in the area. F. Parks. The proposed development will be served by the Ambrose Park and Recreation District. The District has purchased the former Ambrose Elementary School on 8.5 acres, located approximately 700 feet north of the subject site, for a community recreation facility. A wide range of recreation facilities and activities are planned for all age groups. Renovation and conversion of the existing building is underway. V. PLANNING The 1963 General Plan shows the area of the site for High Density Single Family Residential -5 to 7 dwelling units per acre. The General Plan Amendment proposed for West Pittsburg shows the site for Multiple Residential - 12 to 17 dwelling units per acre. The preliminary development plan with this request for a Single Family Residential planned development has an overall density of 6.8 dwelling units per acre, and is consistent with the adopted and proposed General Plan. Contigious to the east of the site toward Bailey Road is multiple residential zoning (M-29), permitting up to 29 dwelling units per acre. Contigious to the north of the site is the Housing Authority development and multiple residential zoning M-17 and M-29 to the northeast and northwest, respectively. To the west of the site across Alves Lane is single family residential R-6 zoning, having a density range of 5 to 7 dwelling units per acre. VI. CONCLUSION AND RECOMMENDATION The request is consistent with the existing and proposed General Plans and compat- ible with existing zoning and development in the area. Adopt a Resolution recommending that the Board of Supervisors rezone the land in 2297-RZ from Single Family Residential District (R-6) to Planned Unit District (P-1) together with conditions for approval of the preliminary development plan.
