Dear Ms. Fanden:
Thank you for your letter expressing your support for a
county land fill to be located on a portion of the Concord
Naval Weapons Station in Contra Costa County.
In discussions with Congressman George Miller and County
Supervisors Tom Torlakson and Sunne McPeak, we all agreed that
the issue of closing the Port of Chicago Highway and of
locating a county land fill site should not be tied together.
We are continuing to work closely with the Navy to resolve the
mitigation issue associated with the road closure and are
hopeful that a solution will be arrived at before the first of
the year.
The Navy has told me in no uncertain terms that they will
not entertain any suggestion to use part of their land for a
county land fill, given their current mission and safety
requirements, and that no further discussion would be
fruitful. Attached is a copy of the letter from the Navy
restating that position. This response certainly means that
this cannot be considered an option for solving the land fill
needs of the county prior to the closure of the dump at
Martinez in June of 1989 .
Again, thank you for writing. I was pleased to explore the
issue with the Navy for you.

Dear Mr. Dellums :
I am responding to a request from Ms . Marilyn Elrod of your
staff for information on the possibility of locating a
community landfill on Navy-owned land at the Naval Weapons
Station Concord , California.
For several years , Contra Costa County has been seeking a site
for a new landfill to replace its existing facility. Although
sites at the Weapons Station have been informally considered
during this process , they have been rejected by the Navy for
reasons of safety and security, as addressed in the attached
copies of our responses to inquiries from Senator Cranston and
Mr. Warren Smith. Recently a member of the County' s landfill
site selection task force has suggested linking the County's
use of a landfill site partially on Navy property with the
mitigation of Navy' s proposed closure of Port Chicago Highway.
We remain opposed to the siting of this facility on the Naval
Weapons Station. As you know, use of most of the land at this
activity, including the proposed landfill site , is severely
constrained by specific criteria which govern our storage and
handling of explosives and hazardous materials . These criteria
would not permit the civilian work force associated with the
landfill to be located in such proximity to the Navy's
explosives operations . Accordingly, use of this site for the
landfill would require at least a portion of the Station' s
mission-related facilities to be relocated or eliminated .
Similarly, the levels of security needed for these missions
necessitate limits on access and control of the surrounding
areas , which would require the landfill operator to impose
unusual , expensive, and time-consuming safety and security
measures on all of their employees and operations .
In short, we feel that the proposed landfill is not compatible
with the existing mission and operation of the Naval Weapons
Station Concord, and we cannot encourage further consideration
of this proposal .
