Bragdon CostaDirector, Community Development Dept. l�I.X.J� DATE: August 25 , 1987 SUBJECT: Pilot Project - 9/80 Work Schedule and Staggered Work Hours SPECIFIC REQUEST(S) OR RECOMMENDATION S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION• 1. Accept this report on the Pilot Project of the 9/80 work schedule and staggered work hours implemented on March 30 , 1987 in the Community Development Department. 2. Encourage all the departments of the County to evaluate the feasibility of the 9/80 work schedule and/or staggered hours and proceed to implementation if appropriate. 3 . Authorize the Community Development Department to assist other County departments in developing and implementing a 9/80 work schedule and/or staggered work hour programs as appropriate. FINANCIAL IMPACT: There will be an additional expense involved in keeping the office buildings air conditioned or heated for the longer working hours. Savings, on the other hand, will be in terms of less congestion, reduction in road improvements and parking needs, less energy consumption and reduced commuting expense. On recommendation of Supervisor Powers, IT IS BY THE BOARD ORDERED that the Personnel Director is REQUESTED to review meet and confer aspects of proposed work schedules; and on recommendation of Supervisor McPeak and Supervisor Fanden, IT IS BY THE BOARD ORDERED THAT THE Community Development Department is REQUESTED to work with County employees resid ;'ng in Solano County to implement a carpool/vanpool program; and on recommendation of Supervisor Powers, IT IS BY THE BOARD ORDERED that an evaluation report is REQUESTED on the programs in one year. Prior to the implementation of the program, it was approved by the TSM and Parking Committee, an in- house committee appointed by the County Administrator. The TSM and Parking Committee has also been monitoring the functioning of this program in the Community Development Department. Main features of the program are: 1) The 9/80 work schedule is voluntary and the choice of work hours and RDO are subject to the approval of each employee' s supervisor and the department head. Twenty- three (or 460) of the department employees voluntarily opted to participate in the pilot program starting from March 30, 1987. Most of the participating employees opted for working hours between 7: 30 a.m. and 5: 30 p.m. 2) Employees work for 44 hours with four nine-hour days and one eight-hour day during the first week; and for 36 hours with four nine-hour days the second week, with a predetermined weekday off commonly called RDO (regular day off) . 3 ) The employees have a choice of starting the workday between 7 a.m. and 9 a.m. and ending between 4 p.m. and 6 p.m. 4) The employees have a choice of half hour or one hour lunch break between the hours of 11: 30 a.m. and 1: 30 p.m. 5 ) 9 a.m. - 11 : 30 a.m. and 1: 30 p.m. - 4 p.m. are the office core hours, i.e. , when all employees are to be on duty performing their normal job junctions. 6) To provide full public service from 8 a.m. - 12 noon and from 1 - 5 p.m. on all five working days per week, coverage for the employees not present during these working hours (or on any working day) is assured through other employees. 7) If a holiday falls on a RDO the employee is allowed to take a nine hour work day off with one hour charged to vacation time credit. 8) If an employee is sick on ADO, no sick leave is charged. On a work day, nine hours are charged for sick leave unless the sick leave is for an eight hour work day. In addition, the Department of Public Works has also implemented a similar program. The Assessor' s Department adopted the program on a permanent basis sometime ago. Evaluation of the pilot program indicates that: 1 . The quality of public service has not been affected. 2. Productivity at the individual' s level has improved due to the availability of more quiet time during the nine hour work day. 3 . Participating employees experience easier commutes and parking conditions during the work week parking demand on Fridays (the established RDO) has significantly decreased. RDO' s need to be established on other work days particularly Mondays when parking demand is highest due to court operations. 4. Savings in energy and expense are experienced by the participants on their regular day off (RDO) . 5 . Except for anticipated problems during the initial stages of the program, there have been no problems in internal operations, inter-departmental, inter-jurisdictional operations or service to the public. • 6. The overall experience with the pilot program has been good for participating employees. This program has been a morale booster. There have been no complaints about the pilot program either from any individual or from any union inasmuch as participation has been on a voluntary basis and open to all employees. 7 . Before this program is accepted on a permanent basis, it will be necessary to have an agreement in writing with the involved unions to satisfy the requirements of the "Fair Labor Standards Act" . CONSEQUENCES OF NEGATIVE ACTION More expensive measures may have to be adopted to relieve traffic congestion during peak hours and to provide additional parking spaces.
