HomeMy WebLinkAboutMINUTES - 08251987 - 2.1 i THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on August 25, 1987 , by the following vote: AYES: Supervisors Powers, Fanden, Torlakson, McPeak NOES: None ABSENT: Supervisor Schroder ABSTAIN: None ------------------------------------------------------------------ ------------------------------------------------------------------ SUBJECT: Availability of Abandoned Housing for use as Shelters for the Homeless In response to Board referral of August 11, 1987, the Board received the attached report, dated August 20, 1987, from R. W. Giese, Director of Building Inspection. William Martindale, Building Inspection Department, advised that his department is compiling a listing of abandoned buildings in the unincorporated areas of the County that could potentially be used as shelters for the homeless. He noted that Pat McCormick, consultant to the Community Services Department on this issue, is attempting to identify funding sources for rehabilitation of such buildings. Supervisor Nancy Fanden commented on abandoned buildings within the cities that might also be available, and recommended that the efforts of the County Building Inspection Department be coordinated with the individual City Building Inspection Departments. Supervisor Sunne McPeak agreed, and recommended that. copies of the correspondence to the Building Inspection Departments be forwarded to the Mayors and City Managers of each city, informing them of the County' s efforts, and requesting their assistance. Supervisor Tom Powers commented on the costs involved in rehabilitating many of the abandoned buildings in order to meet health and safety codes. He recommended that funding sources be identified prior to any further efforts to locate potential shelters. Supervisor McPeak advised that the Task Force on Homelessness is working with community agencies and labor organizations to obtain contributions of time, material and expertise to assist in the rehabilitation projects. After further discussion by Board members, IT IS ORDERED that the following actions are APPROVED: 1. ACCEPTED report from Building Inspector on availability of abandoned buildings which could be used to provide shelter for the homeless; 2. REQUESTED the Tas Force on Homelessness to report on contributions of material and expertise to assist in rehabilitating buildings identified by Building Inspection; 3 . DIRECTED that a follow-up letter be sent to the City Building Inspection Departments, with copies to the Mayors and City Managers, informing them of the County' s actions and requesting their assistance; 1 4. REQUESTED Community Development Director to review the possibility of allocating Community Block Grant Funds to assist in rehabilitation of abandoned buildings to shelter the homeless; 5. REQUESTED Housing Authority Director to review availability of Housing Authority funds to be used for such rehabilitation programs; and 6. FINANCIAL IMPACT: None, because staff will coordinate their efforts in performance of normal job responsibilities. REASONS FOR RECOMMENDATION/BACKGROUND: The Board of Supervisors, on August 11, 1987 received a report from the County Administrator, recommending approval of certain actions. One action was the request that the Building Inspection Department report to the Board on August 25 , 1987 on availability of abandoned building for housing the homeless. Giese, Director Subject: REPORT ON ABANDONED HOUSING Building Inspection Reference is made to the Board Order requesting report from this department on the availability of abandoned housing for use by the homeless. I, members of my staff, and the County Administrator' s Office, have met with Ms. Pat McCormick who is acting as a consultant to the Community Services Department, concerning this subject. As a result of the meeting, we are implementing the following actions: 1. I have advised my field inspection personnel to take note of the address and location of any dwelling that appear to be abandoned and submit this information to our office. This will be forwarded to Ms. McCormick through the Community Services Department. 2. I have instructed my Senior Electrical Inspector, in coordination with Community Services, to contact PG & E and obtain a list of dwellings who have had services disconnected. This would be an indication of unused structures. We will compile this data and provide follow-up reports to Ms. McCormick With reference to the estimated cost of repair for abandoned structures, at this time we are unable to give any figure as each structure and its costs would depend on its condition and would have to be estimated on an individual basis. A subsequent status report will be forwarded to the Board for review during its meeting on October 6, 1987 . This report will give data concerning the department efforts on identifying abandoned dwellings and be more detailed on availability, cost and subsequent viability of using abandoned housing for the homeless.
