RESOLUTION NO. 3518
AUTHORIZING EXECUTION OF OFFER OF DEDICATION - ROAD PURPOSES
TO CONTRA COSTA COUNTY FOR SIDEWALK IMPROVEMENTS
CA011002, WEST PITTSBURG
WHEREAS, the Board of Commissioners of the Housing Authority of the County
of Contra Costa under its 1987/88 Consolidated Budget
Extraordinary Maintenance, in its continuing effort to provide
decent, safe and sanitary housing, elected to upgrade the curbs,
gutters and sidewalks for the Alves Lane frontage of CA011002, Los
Medanos, West Pittsburg; and,
WHEREAS, as a condition of the permit received from Contra Costa County for
the construction of the curbs, gutters and sidewalks at CA011002,
West Pittsburg, the Housing Authority of the County of Contra
Costa must dedicate a five foot parcel of land to Contra Costa
County to match existing standards for half-street widths:
NOW, THEREFORE, BE IT RESOLVED that the Board of Commissioners of the Housing
Authority of the County of Contra Costa authorizes the execution
of an Offer of Dedication for Road Purposes by its Chair to Contra
Costa County on the land rights to match existing standards for
half-street widths as shown on Exhibits A and B attached hereto
and made a part hereof.
This Resolution is to become effective immediately upon receipt of
HUD approval .
PASSED ON 8-25-87 by the following vote of the Board of Commissioners:
AYES: Commissioners Powers , Fanden, Torlakson, McPeak.
NOES: None.-

Real property in the County of Contra Costa County , State of
California, described as follows:
A parcel of land in the northwest 1/4 of Section 14, Township 2
-North, Range 1 West, Mt. Diablo Base and Meridian, described as
follows :
The westerly 5 feet of Parcel One as said parcel is described in
the deed from Gertrude P . Sellers , et al , to the Housing
Authority of the County of Contra Costa, recorded January 29,
1942 in Book 632 Official Records, page 224; said 5 foot strip
lies adjacent to and easterly of, the east line of Alves Avenue
described in the deed from Diedrich E. Pramberg, et al, to Contra
Costa County , recorded July 23 , 1930 in Book 248 , Official
Records, page 137, and extends from Tract 5573 on the south to
the East Bay Municipal Utility District right-of-way on the
north.

SUBJECT: RESOLUTION APPROVING CHANGE IN WEST PITTSBURG
PROJECT AREA BOUNDARIES, CONFIRMING TRANSMISSION OF
DOCUMENTS REQUIRED BY HEALTH & SAFETY CODE SECTION
33327, AND ESTABLISHING BASE YEAR
On September 17 , 1985, by Resolution No. 85/553 , the Contra Costa
County Board of Supervisors designated a survey area in West
Pittsburg for the purposes of study to determine the feasibility
of the creation of a redevelopment project within said survey
area.
On January 12, 1987, by Resolution No. 55-1986(EC) , the East
County Regional Planning Commission selected a project area and
adopted the Preliminary Plan for the West Pittsburg Redevelopment
Project.
On March 3 , 1987 , by Resolution No. 87/111, the Board of Super-
visors expanded the survey area boundaries and the East County
Regional Planning Commission, by Resolution No. 11-1987(EC) on
March 9, 1987 expanded the project area boundaries.
On August 4, 1987, by Resolution No. 87/ 479 ' the Contra Costa
County Board of Supervisors amended the survey area boundaries and
requested the East County Regional Planning Commission to amend
the project area boundaries to reflect the addition of the area
shown on the attached Exhibit A.
On August 10, 1987, by Resolution No. 43-1987(EC) , the East County
Regional Planning . Commission designated the expanded project area
as the redevelopment project area for the Wes.tPittsbtrg {R'edevelop-
ment Project.
Pursuant to Health & Safety Code Section 33326, prior to publi-
cation of public notice of the public hearing to adopt a redevelop-
ment plan, the planning commission may change the boundaries of a
project area with the approval of the agency.
By this resolution and pursuant to Health & Safety Code Section
33326, the Redevelopment Agency of Contra Costa County hereby
approves the expanded project area boundaries adopted by the East
County Regional Planning Commission on January 12, 1987, expanded
on August 10, 1987, and further expanded on August 10 , 1987 .
To further facilitate the implementation of the redevelopment
process, California Health & Safety Code Section 33327 requires
the submission of various documents to the County Auditor, County
Assessor, County Tax Collector, the State Board of Equalization,
and to the legislative or governing bodies of local agencies which
receive a portion of the property tax generated in the project
area. Said documents were transmitted to the appropriate bodies
on August 17, 1987 by Agency staff.

By this resolution, the Contra Costa County Redevelopment Agency
hereby confirms transmission of the documents required by Health &
Safety Code Section 33327 and designates 1987/88 as the base year
assessment roll it shall use for the allocation of taxes.
